2. Introduction of new hire(s) and authorize County Judge to sign new hire checklist(s) and job description(s) as appropriate. Bradley Worley-Deputy-Sheriff's Office; Mark Andrews-Deputy- Sheriff's Office

JD/CZ 5/0 Motion to add corrections as provided from David Renken, County Auditor and as noted by Sherman Krause, Tax Collector to the County Judge’s recommended 2003 budget.
AMENDMENTS TO RECOMMENDED BUDGET BY COMMISSIONER MOE SCHWAB WERE AS FOLLOWS:
1. MS/CZ 4/0 Delete sick leave buy-back program from all "unclassified" county employees. Last incentive check going out December 2002. (Savings approx $10,000 w/benefits 25%)
2. Eliminate Wildlife Management Fund from two trappers to only one. (Savings $21,600)
3. MS/CZ 4/0 Delete $20,000 from ESD#5
4. MS/CZ 4/0 Eliminate CCT request for ice machine. (Savings $1,000)
5. MS/CZ 3/1 JM opposed. Eliminate vehicle insurance coverage for ESD and RFD (Savings $40,000)
6. MS/CZ 4/0 Dist Ct Administrator position recommended for a 2-pay grade increase (12%)by salary review committee. Since Comal County only pays one third of the salary, with the remaining salary paid by Hays and Caldwell counties, therefore 12% of one third of the salary is $3,339. (Savings of $6,700.)
7. MS/CZ 3/1 JM opposed. Local Emergency Management Coordinator position increase from pay grade 13 to pay grade 15.
8. MS/CZ 3/1 JM opposed. Purchasing Clerk IV – Buyer increase from pay grade 9-11 to 10-11.
9. MS/CZ 3/1 JM opposed. Veterans’ Service Officer increase from pay grade 12-7 to 14-7.
Total cost for lines 7,8, and 9 is $8,066.
10. MS/CZ 3/1 JM opposed. County Engineer additional 4% salary increase to come out of the Road and Bridge Fund.
11. MS/CZ 3/1 JM opposed. Motion to:
AMENDMENTS TO RECOMMENDED BUDGET BY COMMISSIONER JAY MILLIKIN WERE AS FOLLOWS:
1. JM/ Motion dies for lack of a second to Eliminate United Way funding.
JM/MS Reduce all fire/EMS funding in the next two years 2004 50% reduction in funding and 2005 the final 50% reduction in funding. After discussion, it was decided to place this on a subsequent agenda for consideration since it did not relate specifically to the 2003 Comal County budget. No record vote taken.
JM/ Motion dies for lack of a second to reduce recommended 12% to 6% maximum recommended increase for employees.

AT THIS TIME JUDGE DANNY SCHEEL LEFT THE COURTROOM FOR A MEETING IN AUSTIN, TEXAS.
Note: The lots will be serviced by a certified public water system and individual on-site sewage facilities. Comment letters from the utilities have been received. Other pertinent information is on file at the Road Department. Variance is for Storm Water Drainage Analyses. Upon acceptance of the variance request, this plat meets the requirement for final approval.
