4. Comal County/New Braunfels Notification System and take appropriate action.

Authorize County Judge to proceed with purchase order to Dialogic Communications Corporation for the purchase of a notification system to be utilized by the City of New Braunfels and Comal County. Total cost to be $76,495. with county portion to be covered by awarded grant funds additional costs include an $11,380 annual maintenance fee with the county’s portion being $5,690.

5. Discuss and take appropriate action regarding petition from the citizens of the City of Bulverde requesting an election for the Mayor of the City of Bulverde.

A lengthy discussion was held between the Court and Mayo Galindo, Esq. Members of the Court expressed concerns that City of Bulverde not headed in positive direction and should work together for the good of the community. The Court approved directing Dib Waldrip, Criminal District Attorney, to request an Attorney General’s opinion regarding this matter and bring it back to the Court for action at a later date.

6. Clean Air Plan for Comal County and the Early Action Compact agreement with the Texas Commission on Environmental Quality (TCEQ) and the U.S. Environmental Protection Agency (EPA).

Motion to support and approve Clean Air Plan for Comal County and the Early Action Compact agreement failed.

Commissioner Jay Millikin and Peter Bella, Alamo Area Council of Governments Representative, presented facts regarding committee’s findings and recommendations and requested Court’s support for the Clean Air Plan. After a lengthy deliberation, the motion failed.

7. Renewal of Interlocal Agreement between Comal County and Kerr County for Mental Health and Chemical Dependency Hearings and authorize County Judge to sign.
