Submission of Texas Parks and Wildlife Boat Ramp Grant Program Application for Village West Boat Ramp and authorize County Judge to sign related documents to various entities. Discussion only. Resolution No. 2002-46 supporting The Texas Department of Mental Health and Mental Retardation’s funding for 2004 and 2005. 14. Resolution No. 2002-44 approving agreement for Tax Abatement with Partners and Associates Incorporated Real Estate Development and authorize County Judge to execute agreement. 15. Ratify County Judge’s action and approve Order No. 84 regarding the lifting of all recreational activities on the Guadalupe River. Approve Tax Assessor-Collector’s Monthly Collection Report-November 2002.

17. Provisions to the current County Pension Medical Benefits Plan for retirees. (Attachment A17a, A17b) MS/CZ 3/2 Against: DS and JM. Discussions lead by Judge Danny Scheel included his concerns of public perception regarding this matter. Vote was taken and motion passed by a majority for the County to pay $100 per month towards the County sponsored health plan for each Comal County retiree effective 1-1-03 contingent on approval by Texas Association of Counties Benefits Dept and BCBS of Texas. 18. Appropriate action regarding proposed legislation for additional judicial resources, subdivision regulations, courthouse security, etc.
(Attachment A18a, A18b, A18c routed under separate cover) Topics discussed were: Creation of a second County Court at Law – To be brought back to court on 12-26-02 Increase of membership to the Juvenile Board – To be brought back to court on 12-26-02 Amend county’s authority by local option to regulate the discharge of firearms in the unincorporated areas of the county by increasing restriction from 10 to 20 acres – After discussion and public input this item will NOT be forwarded to the Legislature for action. Request for Legislature to enact a law to authorize counties to pass laws affecting the general health, safety and welfare of their citizens – This has already been addressed by SB 873 Authorize, by local option to increase fees collected by district and county clerks for the purpose of courthouse security. Enact a law to enhance the diagnosis, treatment, and care of persons with mental health disabilities.
19. Budget Amendment in District Court from: a.
