NOTICE OF MEETING

COMMISSIONERS' COURT OF COMAL COUNTY TEXAS

NOTICE is hereby given that a REGULAR meeting of COMMISSIONERS' COURT will be held on Thursday, the 25th day of September, 2003 at 8:15 a.m. in the Commissioners’ Courtroom, 199 Main Plaza, New Braunfels, Texas.

CALL TO ORDER

EACH REGULAR SESSION WILL BE OPENED WITH A PRAYER AND PLEDGES TO THE FLAGS-ALL PERSONS IN ATTENDANCE ARE WELCOME AND FREE TO PARTICIPATE OR NOT AT THEIR PERSONAL DISCRETION.

8:15 a.m. ACTION AGENDA:

The following subjects will be discussed, considered, and acted upon:

1. Claims.

2. Accelerate the Clerk II position in Criminal Investigation Division at the Sheriff’s Office from 01-01-04 to 09-29-03 (approved in the 2004 budget). No budget amendment required.

3. Approve Order:

  • a. # 97 abandoning right-of-way over, across, or under a tract of land being 2.93 acres, more or less, as recorded in Document #200206011836, of the Deed Records of Comal County. (Pct. #4);

  • b. #98 abandoning right-of-way over, across, or under a tract of land being 2.93 acres, more or less, as recorded in Document #200306030590, of the Deed Records of Comal County. (Pct. #4)

    • 4. Amendment to Plat:

    • a. Cypress Cove, Section Six, combining Lots 18 and 19 into Lot 18R. (Pct. #4);

    • b. Mystic Shores, Unit Seven, combining Lots 744 and 745 into Lot 744R. (Pct. #4)

    5. Vacate and replat of Lots 50 and 55R, Waggener Ranch, Unit One, and 1.03 acres out of the H.E. & W. T. Railroad Company Survey No. 669, Abstract No.788, establishing Lots 50R and 55RR. (Pct. 1)

    6. Determine the platting requirements for Lots 41 and 42, Village Shores Subdivision, Unit One. (Pct. 1)

    WORKSHOP AGENDA:

    1. Report from Elected Officials and Staff.

    2. Report from Citizens.

    3. Discuss reduction of funding for contract service providers including Emergency Service Districts.

    ACTION AGENDA CONTINUED:

    The following subjects will be discussed, considered, and acted upon:

    7. Remove from the table of September 18, 2003, and discuss and nominate member (s) to the Comal Appraisal District Board.

    8. Approve Resolution:

    • a. #2003-48 Supporting the U.S. Department of Transportation’s Designated South Central High Speed Rail Corridor.

    • b. #2003-50 for the Indigent Defense Formula Grant Funds for Comal County and authorize County Judge to sign.

    • c. #2003-52 to set fees to be charged by Comal County Offices for the year 2004.

    9. Approve the new numbering scheme and names for all Emergency Services District in Comal County, as indicated by Shawn Wherry, Chief of Canyon Lake Fire/EMS, and as a result of SB1021 converting all existing Rural Fire Prevention Districts to Emergency Service Districts.

    10. Authorize Requesting Bids for:

    • a. the Abatement and Demolition of Nuisance at Lot 21, Block 104, Western Skies Section, Cypress Lake Gardens, a subdivision of Comal County, Texas, according to the map or plat thereof recorded in Vol. 3, Page 18, of the Map and Plat Records of Comal County, Texas, and being the same piece of property recorded in the Release of Lien Document #9606013863, of the Official Public Records of Comal County, Texas. (Pct.# 4);

    • b. End treatments on Blanco Road within Comal County Texas.

    11. Award bids for upgrades to the existing security camera system at the county sheriffs office and jail.

    12. EXECUTIVE SESSION as authorized by Government Code Section:

    a. 551.087 for deliberation regarding economic development negotiations;

    b. 551.072 for deliberation regarding real property.

    c. 551.071 for consultation with attorney.

    13. If necessary, discuss and take appropriate action on any and all items or matters discussed in Executive Session.

    I, the undersigned, Clerk of the Comal County Commissioners’ Court do hereby certify that the above Notice of Meeting of the Comal County Commissioners’ Court is a true and correct copy of said Notice. I received and posted said Notice on the bulletin board at the Southeast entrance of the Old Courthouse located at 100 Main Plaza at a place readily accessible to the general public at all times on the 22nd day of September 2003, at 8:15 a.m. Said Notice remained so posted continuously for at least 72 hours preceding the scheduled time of said Meeting.
