COMMISSIONERS' COURT OF COMAL COUNTY TEXAS
NOTICE is hereby given that a
CALL TO ORDER EACH REGULAR SESSION WILL BE OPENED WITH A PRAYER AND PLEDGES TO THE FLAGS-ALL PERSONS IN ATTENDANCE ARE WELCOME AND FREE TO PARTICIPATE OR NOT AT THEIR PERSONAL DISCRETION.
8:15 a.m. ACTION AGENDA: The following subjects will be discussed, considered, and acted upon:
1. Claims
2. Public hearing and the Vacate and Replat of Lots 10, 11, and 12, of the Overlook at River Crossing, establishing Lots 10R and 12R. (Pct. #1)
3. Consider and approve partial release of road assessment lien (Lazy Diamond) and authorize County Judge to sign.
WORKSHOP AGENDA:
1. Reports from Elected Officials and Staff;
2. Reports from Citizens;
3. Texas Cooperative Extension Annual Health Education Report for Comal County.
ACTION AGENDA CONTINUED:
The following subjects will be discussed, considered and acted upon:
4. Remove from the table of November 13, 2003 – Consider and approve Order #100 changing Comal County Precincts #1, #2, and #3, and Comal County Election Precinct Boundaries #101 and #203 to accommodate the relocation of Justice of the Peace Pct. #1 to a building next to the Comal County Road Department.
5. Approve Order #100 changing Comal County Justice of the Peace, Constable, and Commissioner Precincts #1, #2, and #3, and Comal County Election Precinct Boundaries #101, #103, #203, and #301, to accommodate the relocation of Justice of the Peace Pct. #1 to a building next to the Comal County Road Department and relocation of Justice of the Peace #3 to a building next to the Comal County Sheriff’s Department.
6. Approve Resolution 2003-56 ratifying Commissioners’ Court approval on November 13, 2003, granting Walko Investment Inc. a tax abatement and authorizing County Judge to execute and sign the Tax Abatement Agreement.
7. Approve Tax Assessor-Collector’s Monthly Collection Report – October 2003.
8. Discuss and consider waiver of penalties and interest accrued on ad valorem taxes and take appropriate action.
9. Appoint members to serve on the Comal County Rural Recycling Review Committee. Said committee to review the operations and policies of the Rural Recycling Program and make recommendations to the Commissioners’ Court concerning potential program enhancements and/or modifications.
10. Consider re-nomination of Commissioner Jay Millikin to the Policy Committee of the Conference of Urban Counties for a two-year term.
11. Authorize Purchasing Department to hire a part time employee (Clerk 1) Pay Group 5, Step 1.
12. Line-item transfer in:
a. The Jail from: Medical Supplies, Cleaning and Laundry Supplies to: Non-Capital Equipment for the purchase of a Pulse Oximeter and additional radios;
b. J.P. #4 from: Non-Capital Equipment to: Books and Publications, Travel, and Dues to fund lines for remainder of 2003;
c. Department of Public Safety from: Lab and Witness Costs, Travel, Mobile Communications and Housing of Minors to: Office Supplies to fund line for remainder of 2003;
d. Computer Services from: Capital Equipment, Recurring Contracts and Computer Training to: Reimbursed Mileage, Non-Capital Equipment and Software to fund lines for remainder of 2003.
13. Authorize requesting bids for:
a. Various services related to the Comal County Animal Control program;
b. Portland Cement for the Comal County Road Department;
c. Road materials: Flexible Base, Type A, Grade 2/ Flexible Base, Type A, Grade 6/Hot Mixed-Cold Laid Asphaltic Concrete/ Hot Mixed Asphaltic Concrete/Uncoated Aggregate, Type B, Grade 3/Uncoated Aggregate, Type B, Grade 4/ Emulsified Asphalt, HFRS-2P/ Emulsion EPS-DC/ Asphalt Stabilized Base, Grade 1, and Black Base, Type A for the Comal County Road Department;
d. Unleaded Gasoline and Premium Diesel Fuel for Comal County.
14. Award bids for fencing and gates for Comal County Engineer and Recycling Complex.
