NOTICE OF MEETING

COMMISSIONERS' COURT OF COMAL COUNTY TEXAS

NOTICE is hereby given that a REGULAR meeting of COMMISSIONERS' COURT will be held on Thursday, the 21st day of November, 2002 at 8:15 a.m. in the Commissioners’ Courtroom, 199 Main Plaza, New Braunfels, Texas.

CALL TO ORDER

EACH REGULAR SESSION WILL BE OPENED WITH A PRAYER AND PLEDGES TO THE FLAGS-ANYONE NOT WISHING TO PARTICIPATE MAY BRIEFLY LEAVE THE COURTROOM.

8:15 a.m. ACTION AGENDA:

The following subjects will be discussed, considered, and acted upon:

1. Claims.

2. Introduction of new hires(s) and authorize County Judge to sign new hire checklist(s) and job description(s) as appropriate.

3. Abandon a 0.678 acre tract of land, being that portion of First Street, between Block 10 and 11 of the Town of Bracken, within Comal County, Texas (Pct. #2).

4. Quitclaim deed for a 0.678 acre tract of land, being that portion of First Street, between Block 10 and Block 11 of the Town of Bracken, within Comal County, Texas, and authorize Commissioner Jay Millikin to sign quitclaim deed (Pct. #2).

5. Public hearing to consider placement of certain regulatory signs on Comal County roads, and approve placement of said signs (Pct. #1).

6. Amendment to Plat:

a. Canyon Lake Acres, Unit No. 2, combining Lots 395, 396, 397 and 398, establishing Lot 395R (Pct. #4);

b. Canyon Lake Hills, Unit No. 3, combining Lots 1373 and 1374, establishing Lot 1373R (Pct. #1);

c. Canyon Lake Hills, Unit No. 2, combining Lots 1101 and 1102, establishing Lot 1101 R (Pct. #1).

7. Accept Amendment to the Extension of the Escrow Agreement for Freedom Lake Subdivision, Unit One, and authorize County Judge to sign said agreement (Pct. #4).

8. Vacate and replat of Lot 79 and a portion of 101R, Oak Shores Estates Subdivision, establishing Lots 79R and 101RR (Pct. #1).

9. Final approval of River Chase, Unit Six, accept Construction Bond No. SS6174, as road surety, and accept dedication of right-of-way (Pct. #4).

10. Private road street name assignment in Comal County Texas – Hartwig Lane (Pct. #1)

11. Replace retiring Board Commissioner M.J. Fuller with Belinda Sue Frisk on the Emergency Services District #2 Board with a term to expire 12-31-03.

12. Waiver of penalties and interest accrued on ad valorem taxes and take appropriate action.

13. Tax Assessor-Collector’s Monthly Collection Report-October 2002.

14. Commissioners Court meeting dates, time, and place for 2003.

15. Resolution 2002-42 to amend the previously adopted annually determined contribution rate to TCDRS to authorize cost of living adjustments for Comal County retirees as approved in the 2003 adopted budget.

16. Resolution 2002-41 requesting grant funds from the Criminal Justice Division of the Governor’s Office to expand the Communities in Schools Program and authorize County Judge to sign said application.

17. Budget amendment from: General Fund Reserves to: Emergency Management to fund grant cash match.

18. Line item transfer in:

a. Justice of the Peace #2 from: Travel to: Office Supplies, Telephone and interpreter;

b. Environmental Health from: Uniforms to: Mobile Phones;

c. Justice of the Peace #1 from: Books and Publications, Mobile Phones and Non-Capital Equipment to: Office Supplies;

d. Justice of the Peace #4 from: Telephone to: Office Supplies and Non-Capital Equipment;

e. Road and Bridge from: Construction & Right of Way–Miscellaneous Construction and from Administrative–Capital Equipment to: Administrative-Telephone, Copier Lease and Non-Capital Equipment and to Maintenance & Operations-Overtime, Traffic Control Devices, Equipment & Supplies, Parts & Repairs and Safety Equipment;

………to fund lines for remainder of 2002.

19. Line item transfer in:

a. The Jail from: Corrections Officers Salary and Medical Supplies to: Capital Equipment and Non-Capital Equipment to fund boiler repair and air rescue tanks.

b. Extension Service from: Computer Components & Software to: Non-Capital Equipment to fund new printer.

20. Authorize Requesting Bids for County Road Department Materials:

a. Flexible Base, Type A, Grade2/Flexible Base, Type A, Grade 6/ Hot Mixed-Cold Laid Asphaltic Concrete/Hot Mixed Asphaltic Concrete/Uncoated Aggregate, Type B, Grade 3/Uncoated Aggregate, Type B, Grade 4/Emulsified Asphalt, HFRS-2P/Emulsion EPS- DC/Asphalt Stabilized Base, Grade 1, and Black Base, Type A;

b. Portland Cement;

c. Unleaded Gasoline and Premium Diesel Fuel to be delivered to the Comal County Road Dept.

d. Placement of Reflectorized Traffic Paint Pavement Marking within Comal County.
