NOTICE OF MEETING

COMMISSIONERS' COURT OF COMAL COUNTY TEXAS

NOTICE is hereby given that a REGULAR meeting of COMMISSIONERS' COURT will be held on Thursday, the 19th day of December, 2002 at 8:15 a.m. in the Commissioners’ Courtroom, 199 Main Plaza, New Braunfels, Texas.

CALL TO ORDER

EACH REGULAR SESSION WILL BE OPENED WITH A PRAYER AND PLEDGES TO THE FLAGS-ANYONE NOT WISHING TO PARTICIPATE MAY BRIEFLY LEAVE THE COURTROOM.

8:15 a.m. ACTION AGENDA:

The following subjects will be discussed, considered, and acted upon:

1. Claims.

2. Introduction of new hires(s) and authorize County Judge to sign new hire checklist(s) and job descriptions(s) as appropriate.

3. Approve Comal County Investment Policy-2003

4. Amendment to Plat, Lantana Ridge, Unit Three, combining Lots 54 and 55, into Lot 54R. (Pct. #1)

5. Public hearing to consider placement of certain regulatory signs on County Roads, and approve placement of said signs. (Pct. #1)

WORKSHOP AGENDA:

1. Report from Elected Officials and Staff.

2. Report from Citizens.

3. Presentation of information technology upgrades from the County Engineer’s Office.

ACTION AGENDA CONTINUED:

The following subjects will be discussed, considered, and acted upon:

6. Proclamation recognizing the New Braunfels Unicorn Football Team and Coaching Staff.

7. Presentation of plaques to retiring Comal County Elected Officials.

8. Presentation by Greg Malatek, Area Engineer for Texas Department of Transportation.

 

9. Submission of Texas Parks and Wildlife Boat Ramp Grant Program Application for Village West Boat Ramp and authorize County Judge to sign related documents to various entities.

10. Resolution No. 2002-46 supporting The Texas Department of Mental Health and Mental Retardation’s funding for 2004 and 2005.

11. Contribution of $1500.00 to Guadalupe Basin Coalition to assist in protection of Comal Springs and San Marcos Springs.

12. Public Hearing 12-19-02 to consider the designation of enterprise or reinvestment zone for purposes of tax abatements in Comal County.

13. Discuss and take appropriate action for designation of enterprise or reinvestment zone in Comal County.

14. Resolution No. 2002-44 approving agreement for Tax Abatement with Partners and Associates Incorporated Real Estate Development and authorize County Judge to execute agreement.

15. Ratify County Judge’s action and approve Order No. 84 regarding the lifting of all recreational activities on the Guadalupe River.

16. Approve Tax Assessor-Collector’s Monthly Collection Report-November 2002.

17. Provisions to the current County Pension Medical Benefits Plan for retirees.

18. Appropriate action regarding proposed legislation for additional judicial resources, subdivision regulations, courthouse security, etc.

19. Budget Amendment in District Court from:

a. General Fund Reserves to Public Defender, Non-Capital Equipment, Psych Evals, Judicial Assessments, and Interpreters;

b. Jury Fund Reserves to Court Reporter Fees

………to fund lines for remainder of 2002.

20. Line item transfer in:

a. Jail from: Feeding Prisoners and Laundry Supplies to: Alarm System Maintenance and Non- Capital Equipment.

b. Law Library from: Non-Capital Equipment to: Books, Etc.

c. Human Resources from: Travel & Non-Capital Equipment to: Office Supplies, Books & Publications, Telephone and Miscellaneous Costs: Criminal Records

………to fund lines for remainder of 2002.

21. Open Bids for:

a. Various services related to the Comal County Animal Control Program;

b. Office Supplies for Comal County;

c. Furnishing uniform rental shirts and pants for Road Department-Maintenance Department and Rural Recycling;

d. Heating and air conditioning maintenance contract.

22. Award Bids for Comal County Road Department:

a. Portland Cement;

b. Flexible Base, Type A, Grade2/Flexible Base, Type A, Grade 6/ Hot Mixed-Cold Laid Asphaltic Concrete/Hot Mixed Asphaltic Concrete/Uncoated Aggregate, Type B, Grade 3/Uncoated Aggregate, Type B, Grade 4/Emulsified Asphalt, HFRS-2P/Emulsion EPS- DC/Asphalt Stabilized Base, Grade 1, and Black Base, Type A;

c. Placement of reflectorized traffic paint pavement marking within Comal County;

d. Unleaded gasoline and premium diesel fuel to be delivered to the Comal County Road Department.

I, the undersigned, County Clerk, of the Comal County Commissioners’ Court do hereby certify that the above Notice of Meeting of the Comal County Commissioners’ Court is a true and correct copy of said Notice. I received and posted said Notice on the bulletin board at the Southeast entrance of the Old Courthouse located at 100 Main Plaza at a place readily accessible to the general public at all times on the 16th day of December 2002, at 8:15 a.m. Said Notice remained so posted continuously for at least 72 hours preceding the scheduled time of said Meeting.
