NOTICE OF MEETING COMMISSIONERS COURT OF COMAL COUNTY TEXAS

NOTICE is hereby given that a REGULARmeeting of COMMISSIONERS COURT will be held onThursday, April 24, 2014 at 8:30 AM in the Commissioners Courtroom, 100 Main Plaza, New Braunfels, Texas. You may visit our website at www.co.comal.tx.us for agenda postings.

The following subjects will be discussed, considered, and acted upon:

1. Approve Claims.

 WORKSHOP AGENDA:

1. Citizens’ Comments.

2. Recognition of Comal County for receiving the 2014 Platinum Leadership Circle Award.

3. Presentation by the Texas Agri-Life Extension Office on their current FCS and 4H programming efforts.

4. Reports by County Staff and Elected Officials on items of Community interest.

  ACTION AGENDA CONTINUED:

2. Discuss and consider approval of the Amendment to Plat, Woodlands Subdivision, Unit 16, combining Lots 1 and 2, establishing Lot 1R. (Pct. 1)

3. Discuss and consider approval of Treasurer's Monthly Report for March 2014.

4. Discuss and consider approval of Resolutions authorizing sale of certain properties for less than amount of delinquent taxes owed.

5. Discuss and consider approval of a Resolution Amending, Restating, and Readopting an Order previously adopted by the Commissioners Court of Comal County, Texas Authorizing the Issuance of Obligations Designated as "Comal County, Texas Combination Tax and Revenue Certificates of Obligations, Series 2006"; and other matters in connection therewith.

6. Discuss and consider approval of Resolution authorizing the First Amendment to the Interlocal Cooperative Agreement between the Bulverde Area Rural Library District and Comal County, Texas relating to the anticipated transfer of certain proceeds of the sales and use tax received by the District to the County to provide for the payment or reimbursement of certain costs relating to the construction of a new library building in the county and the payment of the debt service requirements on the County's Certificates of Obligations issued to finance the construction of the public library facility; establishing the rights, duties, obligations, and responsibilities concerning the ownership and operation of this library facility and the conveyance by the County to the District of this library facility when the County's Certificates of Obligation are no longer outstanding; and other matters in connection therewith.

7. Consider approval of Amendment to Agreement between TransUnion Risk and Alternative Data Solutions, Inc. and Comal County and authorize County Judge to sign.

8. Discuss and consider approval of purchase of document imaging from Kofile utilizing the State of Texas TXMAS-13-36010 contract for County Clerk and authorize Purchasing Director to execute all related documents.

9. Discuss and consider approval of a budget amendment in the County Clerk's Archives Fund, FROM: Reserves, TO: Records Maintenance and Preservation to cover the cost of scanning and indexing the County's official records from the 1800s to 1974.

10. EXECUTIVE SESSIONS:

In accordance with Chapter 551 of the Texas Government Code, Subchapter D, Commissioners Court may convene in a closed session to discuss any of the following items; any final action or vote taken will be in public.

(a)Deliberate and consider the purchase, exchange, lease or value of real property, in accordance with Section 551.072, of the Texas Government Code.

(B)Deliberate issues regarding economic development negotiations in accordance with Section 551.087, of the Texas Government Code.

(C)Deliberate pending/ contemplated litigation, settlement offer(s), and matters concerning privileged and unprivileged client information deemed confidential by Rule 1.05 of the Texas Disciplinary Rules of Professional Conduct in accordance with Section 551.071, of the Texas Government Code.
