NOTICE OF MEETING

COMMISSIONERS COURT OF COMAL COUNTY TEXAS

NOTICE is hereby given that a REGULAR meeting of COMMISSIONERS COURT will be held on Thursday, May 01, 2014 at 8:30 AM in the Commissioners Courtroom, 100 Main Plaza, New Braunfels, Texas. You may visit our website at www.co.comal.tx.us for agenda postings.

Before each regular session will be an invocation and pledges to the flags. All persons in attendance are invited to participate or not at their own personal discretion.

CALL TO ORDER:

8:30 AM ACTION AGENDA:

The following subjects will be discussed, considered, and acted upon:

1. Approve Claims.

2. Proclamation naming May 8th, 2014 as "National Children's Mental Health Awareness Day" in Comal County.

3. Discuss and consider acceptance of donation check #2026 from Gregory and Sharon Hite for the amount of $100.00 to Comal County Sheriff's Office Crime Prevention.

4. Discuss and consider acceptance of donation check #1017 from L.U.L.A.C. Council 4217 for the amount of $200.00 to the Comal County Sheriff's Office Jr. Deputy Academy Camps.

WORKSHOP AGENDA:

1. Citizens’ Comments.

2. Presentation by Resolute Health regarding the hospital grand opening and community programs.

3. "Walk Across Texas" Kick Off by the Comal County Agrilife Extension Office.

4. Update on meetings of the Alamo Area Metropolitan Planning Organization Transportation Policy Board and Technical Advisory Committee.

5. Reports by County Staff and Elected Officials on items of Community interest.

ACTION AGENDA CONTINUED:

5. Discuss and consider approval of the Amendment to Plat, Deer Meadows, Phase Two, combining Lots 40 and 41, establishing Lot 40R. (Pct. 1)

6. Discuss and consider approval of a private street name, Rodriguez Ranch, situated within Lot 15R of Block 2, Spring Branch Acres, east of the intersection of Cactus Ct. and Quail Hill Dr., within Comal County, Texas. (Pct. 2)

7. Discuss and consider approval of the Amendment to Plat, Hancock Oak Hills Subdivision, combining Lots 3, 4, and 5 of Block 6, establishing Lot 3R. (Pct. 4)

8. Discuss and consider approval of Resolution #2014-14 - Adopting Guidelines and Criteria for Tax Abatements and Appointing Members to the Comal County Tax Compliance Committee.

9. Discuss and consider approval of Data Access Agreement No. 14-C0039 between Comal County and the Office of the Attorney General, and authorize County Judge to sign.

10. Discuss and consider approval of the Interlocal Cooperation Agreement between Emergency Service District No. 2 and Comal County for joint use of County land to provide first aid staging area and authorize County Judge to sign.

11. Discuss and consider approval of a line-item transfer in Commissioners Court, FROM: Courthouse Restoration History/Tours, TO: Office Supplies, to cover the cost of the County University graduation.

12. Discuss and consider approval of a budget amendment in the General Fund and Regional Habitat Conservation Plan Fund, FROM: General Fund Reserves, TO: General Fund - Transfers Out, Regional Habitat Conservation - Transfers In, and Regional Habitat Conservation - Professional Fees to cover the remaining balance on the 2007 contract with SWCA.

13. Discuss and consider approval of an Order Restricting Outdoor Burning in the Unincorporated Areas of Comal County.

 

14.EXECUTIVE SESSIONS:

In accordance with Chapter 551 of the Texas Government Code, Subchapter D, Commissioners Court may convene in a closed session to discuss any of the following items; any final action or vote taken will be in public.

(A) Deliberate and consider the purchase, exchange, lease or value of real property, in accordance with Section 551.072, of the Texas Government Code.

(B) Deliberate issues regarding economic development negotiations in accordance with Section 551.087, of the Texas Government Code.

(C) Deliberate pending/ contemplated litigation, settlement offer(s), and matters concerning privileged and unprivileged client information deemed confidential by Rule 1.05 of the Texas Disciplinary Rules of Professional Conduct in accordance with Section 551.071, of the Texas Government Code.

 

NOTE: Commissioners Court reserves the right to retire into executive session concerning any of the items listed on this Agenda whenever it is considered necessary and legally justified under the Open Meetings Act (Chapter 551 of the Texas Government Code).

Commissioners Court do hereby certify that the above Notice is a true and correct copy of said Notice, received and posted on the bulletin board at the Southeast Section of the County Clerk’s Office, Comal County Courthouse Annex, 150 N. Seguin Avenue, New Braunfels, Texas at a place readily accessible to the general public at all times on April 25, 2014, at 4:00 p.m. Said Notice remained so posted continuously for at least 72 hours preceding the scheduled time of said Meeting.
