NOTICE OF MEETING

COMMISSIONERS COURT OF COMAL COUNTY TEXAS

NOTICE is hereby given that a REGULAR meeting of COMMISSIONERS COURT will be held on Thursday, May 08, 2014 at 8:30 AM in the Commissioners Courtroom, 100 Main Plaza, New Braunfels, Texas. You may visit our website at www.co.comal.tx.us for agenda postings.

Before each regular session will be an invocation and pledges to the flags. All persons in attendance are invited to participate or not at their own personal discretion.

CALL TO ORDER:

8:30 AM ACTION AGENDA:

The following subjects will be discussed, considered, and acted upon:

1. Approve Claims.

2. Proclamation recognizing Alton J. Rahe, recipient of the Frederick Frueholz, Jr. Historic Preservation Award.

3. Discuss and consider acceptance of donations from Comal Cops for Kids Foundation, Inc.:

a) $1,500 to Comal County Sheriff's Office for the Crime Prevention Program;

b) $2,000 to Comal County Sheriff's Office for the D.A.R.E. Program;

c) $2,500 to Comal County Sheriff's Office for the Junior Deputy Program.

 

4. Discuss and consider establishing Main Early Voting Location and three (3) Temporary Branch Early Voting Locations for the 2014 Republican and Democratic Primary Runoff, May 27, 2014.

 

WORKSHOP AGENDA:

2. Reports by County Staff and Elected Officials on items of Community interest.

 

ACTION AGENDA CONTINUED:

5. Discuss and consider approval of the Amendment to Plat, River Chase, Unit Seven, combining Lots 1058 and 1059, establishing Lot 1058R. (Pct. 4)

6. Discuss and consider approval of the Edwards Aquifer Authority Registration for a Facility Storing Regulated Substances and authorize County Judge to sign.

7. Discuss and consider approval of letter to Texas Comptroller of Public Accounts requesting unclaimed capital credit funds under Local Government Code Section 381.004(e) and authorize County Judge to sign.

8. Discuss and consider approval of a new position in District Clerk's office and a budget amendment, FROM: General Fund Reserve, TO: District Clerk - Clerk Salaries and Benefits to fund the position.

9. Discuss and consider approval of a new Felony Prosecutor position and a new Felony Investigator position in the Criminal District Attorney's Office and authorize the Criminal District Attorney to hire:

a) Felony Prosecutor (E13) at a salary of up to $74,460; and

b) Felony Investigator (LE9-5) at a salary of up to $43,888.

10. Discuss and consider approval of a budget amendment in Criminal District Attorney, FROM: General Fund Reserves, TO: Assistant District Attorneys, Investigators, and benefits lines, to fund two new positions.

11. Discuss and consider approval of a budget amendment in Information Technology to establish a Special Projects Pay line and a line-item transfer, FROM: Software, TO: Special Projects Pay.

12. Discuss and consider approval of purchase and installation of bollards for Justice of the Peace #3 building using the JP Security Fund.

13. Discuss and consider approval of monitors to be purchased for Justice of the Peace #4 using the JP Technology Fund.

 

14. EXECUTIVE SESSIONS:

In accordance with Chapter 551 of the Texas Government Code, Subchapter D, Commissioners Court may convene in a closed session to discuss any of the following items; any final action or vote taken will be in public.

(A) Deliberate and consider the purchase, exchange, lease or value of real property, in accordance with Section 551.072, of the Texas Government Code.

(B) Deliberate issues regarding economic development negotiations in accordance with Section 551.087, of the Texas Government Code.

(C) Deliberate pending/ contemplated litigation, settlement offer(s), and matters concerning privileged and unprivileged client information deemed confidential by Rule 1.05 of the Texas Disciplinary Rules of Professional Conduct in accordance with Section 551.071, of the Texas Government Code.

NOTE: Commissioners Court reserves the right to retire into executive session concerning any of the items listed on this Agenda whenever it is considered necessary and legally justified under the Open Meetings Act (Chapter 551 of the Texas Government Code).
