NOTICE OF MEETING

COMMISSIONERS COURT OF COMAL COUNTY TEXAS

NOTICE is hereby given that a REGULAR meeting of COMMISSIONERS COURT will be held on Thursday, June 19, 2014 at 8:30 AM in the Commissioners Courtroom, 100 Main Plaza, New Braunfels, Texas. You may visit our website at www.co.comal.tx.us for agenda postings.

Before each regular session will be an invocation and pledges to the flags. All persons in attendance are invited to participate or not at their own personal discretion.

CALL TO ORDER:

The following subjects will be discussed, considered, and acted upon:

WORKSHOP AGENDA:

1. Citizens’ Comments.

2. Presentation of the Public Health May 2014 Report

3. Reports by County Staff and Elected Officials on items of Community interest.

 

ACTION AGENDA CONTINUED:

2. Discuss and consider approval of the Tax Assessor-Collector’s Monthly Collection Report – May 2014.

3. Discuss and consider approval of the placement of stop signs at the following locations:
on Village Drive at its intersection with Village View Drive, on Village Shore Drive at its intersection with Village View Drive, on Village Shore Drive at its intersection with the confluence of Village View Drive and Village Shore Drive, on Village Shore Drive at its intersection with O.C. Trout Drive, and on Village Shore Drive at its intersection with Village Shore Drive, all within Village Shores Subdivision. (Pct. 1)

4. Discuss the application for the proposed cancellation of the subdivision, Forrest Wilson Subdivision, and if appropriate, set time, date, and place for a public hearing to consider said cancellation. (Pct. 2)

5. Discuss and consider approval of the petition from Canyon Lake Community Library District for election to expand said library district territory, and take all necessary action for election to be held November 4, 2014.

6. Discuss and consider approval of Resolution 2014-14 Adopting Guidelines and Criteria for Tax Abatements and Appointing Members to the Comal County Tax Compliance Committee.

7. Discuss and consider approval of the Texas Homeland Security State Administrative Agency 2014 Eligibility Certification Form and authorize County Judge to sign.

8. Discuss and consider the following organizational changes in the Human Resources Department and the corresponding job descriptions (no budget amendment necessary):

a) Reclassify Benefits Clerk I (N3-4) position to Benefits Specialist (E3) position; and

b) Reclassify Clerk I - Part Time (hourly) position to full time Clerk I (Receptionist) (N2- 4) position.

9. Discuss and consider approval of a budget amendment From: General Fund Reserves,
TO: Regional Habitat Conservation - Professional Fees, to cover costs associated with the agreements related to the Regional Habitat Conservation Plan approved in Commissioners Court on June 12, 2014.

10. Discuss and consider approval of a budget amendment FROM: General Fund Reserves,
TO: Administrative Costs - Hazardous Materials Clean Up, to fund the cleaning of County property located on FM 482.

11. Discuss and consider approval of a budget amendment FROM: General Fund Reserves,
TO: Constable, Pct. #3 - Capital Equipment to cover the cost of two (2) new radios.

12. Discuss and consider approval of Order # 341 for the disposition of salvage and surplus property.

13. Discuss and consider awarding Bid 2014-126 Aggregate for Surface Treatment Type B Grades 3 & 4 and authorize Purchasing Director to execute all related documents.


14. EXECUTIVE SESSIONS:

In accordance with Chapter 551 of the Texas Government Code, Subchapter D, Commissioners Court may convene in a closed session to discuss any of the following items; any final action or vote taken will be in public.

(A) Deliberate and consider the purchase, exchange, lease or value of real property, in accordance with Section 551.072, of the Texas Government Code.

(B) Deliberate issues regarding economic development negotiations in accordance with Section 551.087, of the Texas Government Code.

(C) Deliberate pending/ contemplated litigation, settlement offer(s), and matters concerning privileged and unprivileged client information deemed
confidential by Rule 1.05 of the Texas Disciplinary Rules of Professional Conduct in accordance with Section 551.071, of the Texas Government
Code.


NOTE: Commissioners Court reserves the right to retire into executive session concerning any of the items listed on this Agenda whenever it is considered necessary and legally justified under the Open Meetings Act (Chapter551 of the Texas Government Code).
