COMMISSIONERS COURT OF COMAL COUNTY TEXAS

NOTICE is hereby given that a REGULAR meeting of COMMISSIONERS COURT will be held on Thursday, July 03, 2014 at 8:30 AM in the Commissioners Courtroom, 100 Main Plaza, New Braunfels, Texas. 1. Approve Claims.

2. Discuss and consider acceptance of check in the amount of $637.00 from Spring Branch Youth Football Association to be deposited into line item 010-041-5615 - Parks Improvements.

3. Discuss and consider approval of Resolutions authorizing sale of certain properties for less than amount of delinquent taxes owed.

4. Discuss and consider approval of the Amendment to Plat, El Dorado Heights, Unit 2, combining Lots 36, 37, and 49, establishing Lot 36R. (Pct. 4)

5. Discuss and consider approval of the Amendment to Plat, Mystic Shores, Unit Nine, combining Lots 1024 and 1025, establishing Lot 1024R. (Pct. 4)

6. Discuss and consider approval of Treasurer's Monthly Report for May 2014.

7. Discuss and consider approval of reclassification of Assistant Treasurer I (N7-3) position to Payroll Administrator (E3) position; Payroll Administrator Job Description; and a Budget Amendment, FROM: General Fund Reserves, TO: Treasurer - Payroll Administrator and benefits lines.

8. Discuss and consider approval of Interlocal Cost Sharing Agreement Between Comal County, Texas, and the City of New Braunfels Regarding Phase One Preliminary Assessment for Transportation Reinvestment Zone, and authorize County Judge to sign.

9. Discuss and consider acceptance of the 2013 Financial Audit Reports for the Comal County Emergency Service Districts 1-7.

10. Discuss and consider acceptance of the 2013 Financial Audit Report for the Comal County Water Oriented Recreational District.

11. Discuss and consider approval of a budget amendment FROM: General Fund Reserves, TO: Administrative Costs - Hazardous Materials Clean Up, to cover the cost of a hazardous materials cleanup in the 1700 block of Altgelt Road.

12. Discuss and consider approval of a budget amendment in the Child Safety Fund, FROM: Reserves, TO: Transfers Out, and in the General Fund, TO: Revenues - Transfers In and Juvenile Probation - Youth Activities Supervisors and benefits lines.

13. Discuss and consider approval of purchase of new computers for Justice of the Peace Office, Precinct 2 from the JP Technology fund and authorize Purchasing Director to execute all related documents.

14. Discuss and consider awarding Bid 2014-128 Dense Grade Hot Mix Asphalt Type D Course Base and authorize Purchasing Director to execute all related documents.

15. Discuss and consider awarding Bid 2014-131 Cationic Emulsified Asphalt CSS-1H and authorize Purchasing Director to execute all related documents.

16. Remove from table of June 26, 2014: Discuss and consider approval of Resolution 2014-14 Adopting Guidelines and Criteria for Tax Abatements and Appointing Members to the Comal County Tax Compliance Committee.

17. EXECUTIVE SESSIONS:

In accordance with Chapter 551 of the Texas Government Code, Subchapter D, Commissioners Court may convene in a closed session to discuss any of the following items; any final action or vote taken will be in public.

(A) Deliberate and consider the purchase, exchange, lease or value of real property, in accordance with Section 551.072, of the Texas Government Code.

(B) Deliberate issues regarding economic development negotiations in accordance with Section 551.087, of the Texas Government Code.

(C) Deliberate pending/ contemplated litigation, settlement offer(s), and matters concerning privileged and unprivileged client information deemed confidential by Rule 1.05 of the Texas Disciplinary Rules of Professional Conduct in accordance with Section 551.071, of the Texas Government Code.

NOTE: Commissioners Court reserves the right to retire into executive session concerning any of the items listed on this Agenda whenever it is considered necessary and legally justified under the Open Meetings Act (Chapter 551 of the Texas Government Code).
