Comal County Commissioners Court Agenda July 10, 2014



NOTICE is hereby given that a REGULAR meeting of COMMISSIONERS COURT will be held on Thursday, July 10, 2014 at 8:30 AM in the Commissioners Courtroom, 100 Main Plaza, New Braunfels, Texas. You may visit our website at for agenda postings. Before each regular session will be an invocation and pledges to the flags. All persons in attendance are invited to participate or not at their own personal discretion.



The following subjects will be discussed, considered, and acted upon:

1. Approve Claims.

2. Proclamation recognizing Comal Community for its Texas Historical Commission Subject Marker and Dedication.

3. Discuss and consider acceptance of the following donations to the Comal County Sheriff's Office Jr. Deputy Academy Camps to be deposited to line item #010-000-2348:

A) Check #1078 from Cary A. Sandridge and Carlette Sandridge for the amount of $25.00,

B) Check #6581 from Mark A. and Alma Chacon Gonzales for the amount of $25.00, and

C) Check #255 from Erik and Stacy Boatman for the amount of $100.00.

2. Reports by County Staff and Elected Officials on items of Community interest.


4. Discuss and consider approval of Tax Assessor-Collector’s Monthly Collection Report – June 2014.

5. Discuss and consider approval of the Amendment to Plat, Canyon Lake Forest, Unit No. 2, combining Lots 829 and 830, establishing Lot 829R. (Pct. 1)

6. Discuss and consider accepting Construction Bond No. 0426477 as a surety for site improvements for Copper Ridge, Phase 3B. (Pct. 2)

7. Discuss and consider approval of the Amendment to Plat, Rancho Del Lago, Phase XII, combining Lots 181 and 182, establishing Lot 181R. (Pct. 4)

8. Discuss and consider approval of the Amendment to Plat, Deer River, Phase 2, combining Lots 229 and 230, establishing Lot 229R. (Pct. 4)

9. Discuss and consider approval of the following appointments to the Groundwater Management Area 9 Joint Planning Committee:

A) Larry Hull as Comal County's non-voting representative;

B) Coco Brennan and Bob Slupik as alternates for Larry Hull.

10. Discuss and consider approval of Supplemental Agreement III to Bid 040-2011-128 Dense Grade Hot Mix Asphalt, Type D and authorize Purchasing Director to execute all related documents.

11. Discuss and consider approval of Interlocal Cost Sharing Agreement Between Comal County, Texas, and the City of New Braunfels Regarding Phase One Preliminary Assessment for Transportation Reinvestment Zone, and authorize County Judge to sign.

12. Discuss and consider approval of Resolution 2014-14 Adopting Guidelines and Criteria for Tax Abatements and Appointing Members to the Comal County Tax Compliance Committee.


In accordance with Chapter 551 of the Texas Government Code, Subchapter D, Commissioners Court may convene in a closed session to discuss any of the following items; any final action or vote taken will be in public.

(A) Deliberate and consider the purchase, exchange, lease or value of real property, in accordance with Section 551.072, of the Texas Government Code.

(B) Deliberate issues regarding economic development negotiations in accordance with Section 551.087, of the Texas Government Code.

(C) Deliberate pending/ contemplated litigation, settlement offer(s), and matters concerning privileged and unprivileged client information deemed confidential by Rule 1.05 of the Texas Disciplinary Rules of Professional Conduct in accordance with Section 551.071, of the Texas Government Code.

(D) Deliberate the evaluation of the following public officers and employees: Commissioners Court Coordinator, County Engineer, Fire Marshal, Information Technology Director, Maintenance Supervisor, Public Health Director, and Veteran’s Services Officer in accordance with Section 551.074, of the Texas Government Code.

NOTE: Commissioners Court reserves the right to retire into executive session concerning any of the items listed on this Agenda whenever it is considered necessary and legally justified under the Open Meetings Act (Chapter 551 of the Texas Government Code).
