NOTICE is hereby given that a REGULAR meeting of COMMISSIONERS COURT will be held on Thursday, August 21, 2014 at 8:30 AM in the Commissioners Courtroom, 100 Main Plaza, New Braunfels, Texas. You may visit our website at for agenda postings. Before each regular session will be an invocation and pledges to the flags. All persons in attendance are invited to participate or not at their own personal discretion.



The following subjects will be discussed, considered, and acted upon:

1. Approve Claims.


1. Citizens’ Comments.

2. Reports by County Staff and Elected Officials on items of Community interest.


2. Discuss and consider approval of the Amendment to Plat, Tanglewood Shores Subdivision on Canyon Lake, combining Lots 304 and 305, establishing Lot 304R. (Pct. 4)

3. Discuss and consider accepting the extension of cash deposit surety for storm water drainage improvements within Lot 1R of Block 2, Deep Acres Estates No. 2, or direct County Engineer to take appropriate action. (Pct. 4)

4. Discuss and consider acknowledging the completion of storm water drainage improvements within Cascada at Canyon Lake, Unit 1, and release the associated surety. (Pct. 4)

5. Discuss and consider approval of Tax Assessor-Collector’s Monthly Collection Report – July 2014.

6. Discuss and consider approval of Treasurer's Monthly Report for July 2014.

7. Discuss and consider approval of Texas Department of State Health Services Contracts: 2015-001041-00 IMM/LOCALS Immunization Branch-Locals & 2015-001100-00 CPS/HAZARDS Public Health Emergency Preparedness (PHEP) naming Comal County Health Department as the performing agency, and authorize County Judge to sign all related documents.

8. Discuss and consider approval of Interlocal Agreement for the Provision of Law Enforcement Services between Comal Independent School District and Comal County, Texas, and authorize County Judge to sign.

9. Discuss and consider approval of Cost Sharing Agreement between ASA Properties, Comal County, Texas, The New Braunfels Industrial Development Corporation, and the City of New Braunfels, Texas, Regarding Transportation Reinvestment Zone Study, and authorize County Judge to sign.

10.Discuss and consider approval of Resolution #2014-18 adopting fees to be charged by various Comal County Offices in 2015.

11.Discuss and consider approval of the 2014 Comal County Community Plan and submit to the Alamo Area Council of Governments.

12.Discuss and consider acceptance of resignation of Lisa Roper from the County Communications Committee and approve appointment of Jeanne Slupik to fill vacant seat.

13.Discuss and consider approval of a line-item transfer in Veterans' Services, FROM: Software Maint/Svc - VETREX, TO: Continuing Education/Travel, to cover the cost of additional training.

14.Discuss and consider approval of Supplemental Agreement II to Bid 2012-105 Traffic Control Supplies, Material, and equipment for:

A) Centerline Supply;

B) Pathmark Traffic Products;

C) Safelane Traffic Supply, LLC; and authorize Purchasing Director to execute all related documents.


In accordance with Chapter 551 of the Texas Government Code, Subchapter D, Commissioners Court may convene in a closed session to discuss any of the following items; any final action or vote taken will be in public.

(A) Deliberate and consider the purchase, exchange, lease or value of real property, in accordance with Section 551.072, of the Texas Government Code.

(B) Deliberate issues regarding economic development negotiations in accordance with Section 551.087, of the Texas Government Code.

(C) Deliberate pending/ contemplated litigation, settlement offer(s), and matters concerning privileged and unprivileged client information deemed confidential by Rule 1.05 of the Texas Disciplinary Rules of Professional Conduct in accordance with Section 551.071, of the Texas Government Code.

NOTE: Commissioners Court reserves the right to retire into executive session concerning any of the items listed on this Agenda whenever it is considered necessary and legally justified under the Open Meetings Act (Chapter 551 of the Texas Government Code).
