NOTICE is hereby given that a REGULAR meeting of COMMISSIONERS COURT will be held on Thursday, September 11, 2014 at 8:30 AM in the Commissioners Courtroom, 100 Main Plaza, New Braunfels, Texas. You may visit our website at for agenda postings. Before each regular session will be an invocation and pledges to the flags. All persons in attendance are invited to participate or not at their own personal discretion.



The following subjects will be discussed, considered, and acted upon:

1. Approve Claims.

2. Proclamation Recognizing September 2014 as "Emergency Preparedness Month" in Comal County.


1. Citizens’ Comments.

2. Presentation of a donation check by the Canyon Lake Area Chamber of Commerce to Canyon Lake Fire/EMS.

3. Reports by County Staff and Elected Officials on items of Community interest.


3. Discuss and consider approval of the following Amendments to Plats:

A. Lantana Ridge, Unit One, combining Lots 23 and 24, establishing Lot 23R (Pct. 1)

B. Cypress Cove, Section Eleven, combining Lots 25 and 26 of Block 2, establishing Lot 25R (Pct. 4)

4. Discuss and consider approval of Tax Assessor-Collector’s Monthly Collection Report – August 2014.

5. Discuss and consider approval of Letter of Agreement between Comal County and Dorothy Overman, M.D. for Health Authority Services and authorize Commissioner Eccleston to sign.

6. Discuss and consider approval of Computer System and Software License Sales Agreement by and between Fidlar of Texas and Comal County, Texas, and authorize Commissioner Eccleston to sign.

7. Discuss and consider approval of Interlocal Assistance Agreement - Regional Auto Theft Enforcement Task Force, and authorize Commissioner Eccleston to sign.

8. Discuss and consider approval of Program Funded State and Local Task Force Agreement between the United States Department of Justice, Drug Enforcement Administration and the Comal County Sheriff's Office, and authorize Sheriff Bob Holder to sign.

9. Discuss and consider approval of Master Services Agreement with Securus Technologies for the Comal County Jail and authorize Commissioner Eccleston to sign.

10. Discuss and consider acceptance of resignation of Mark Szymanski from ESD #1 Board of Commissioners.

11. Discuss and consider appointment of Judy Wilken to the ESD #1 Board of Commissioners to fill the unexpired term of Mark Szymanski.

12. Discuss and consider setting salaries of Elected Officials for 2015.


In accordance with Chapter 551 of the Texas Government Code, Subchapter D, Commissioners Court may convene in a closed session to discuss any of the following items; any final action or vote taken will be in public.

(A) Deliberate and consider the purchase, exchange, lease or value of real property, in accordance with Section 551.072, of the Texas Government Code.

(B) Deliberate issues regarding economic development negotiations in accordance with Section 551.087, of the Texas Government Code.

(C) Deliberate pending/ contemplated litigation, settlement offer(s), and matters concerning privileged and unprivileged client information deemed confidential by Rule 1.05 of the Texas Disciplinary Rules of Professional Conduct in accordance with Section 551.071, of the Texas Government Code.

NOTE: Commissioners Court reserves the right to retire into executive session concerning any of the items listed on this Agenda whenever it is considered necessary and legally justified under the Open Meetings Act (Chapter 551 of the Texas Government Code).

Clerk of the Comal County Commissioners Court do hereby certify that the above Notice is a true and correct copy of said Notice, received and posted on the bulletin board at the Southeast Section of the County Clerk’s Office, Comal County Courthouse Annex, 150 N. Seguin Avenue, New Braunfels, Texas at a place readily accessible to the general public at all times on September 5, 2014, at 3:00 p.m. Said Notice remained so posted continuously for at least 72 hours preceding the scheduled time of said Meeting.
