COMMISSIONERS COURT OF COMAL COUNTY TEXAS

NOTICE is hereby given that a REGULAR meeting of COMMISSIONERS COURT will be held on Thursday, October 02, 2014 at 8:30 AM in the Commissioners Courtroom, 100 Main Plaza, New Braunfels, Texas. You may visit our website at www.co.comal.tx.us for agenda postings. Before each regular session will be an invocation and pledges to the flags. All persons in attendance are invited to participate or not at their own personal discretion.

CALL TO ORDER:

The following subjects will be discussed, considered, and acted upon:

1. Approve Claims.

2. Proclamation naming October 2014 as "Domestic Violence Awareness Month" in Comal County.

3. Proclamation naming October 5-11, 2014 as National 4H Week in Comal

 

WORKSHOP AGENDA:

1. Citizens’ Comments.

2. Reports by County Staff and Elected Officials on items of Community interest.

 

ACTION AGENDA CONTINUED:

4. Discuss and consider approval of the Amendment to Plat, Cordova Bend at Canyon Lake, Unit One, combining Lots 96 and 97, establishing Lot 97R. (Pct. 1)

5. Discuss and consider approval of Texas Association of Counties Retiree Medical Program United Healthcare 2015 Renewal Notice and Benefit Confirmation, and Member Contact Designations, and authorize County Judge to sign.

6. Discuss and consider approval of Ameriflex Administrative Services Agreement regarding COBRA, Health flexible spending arrangements, and Dependent care flexible spending accounts, and authorize County Judge to sign.

7. Discuss and consider approval of Administrative Services Agreement between Texas Association of Counties Health and Employee Benefits Pool (HEBP) and Comal County, and authorize County Judge to sign.

8. Discuss and consider approval of Stop-Loss Agreement between Texas Association of Counties Health and Employee Benefits Pool (HEBP) and Comal County, and authorize County Judge to sign.

9. Discuss and consider approval of Contract for Comal County Employee Assistance Program between Interface EAP and Comal County, and authorize County Judge to sign.

10. Discuss and consider approval of Resolution 2014-22 Approving the Acceptance of Grant #2005807 from the Office of the Governor, Criminal Justice Division for the funding of the Comal County Challenge Court.

11. Discuss and consider:

A) Rescinding approval of Comal County Animal Facilities Agreement approved on September 4, 2014; and

B) Approval of updated Comal County Animal Facilities Agreement and authorize Comal County Texas Agrilife Extension agents to execute said agreement on behalf of County.

12. Discuss and consider approval of inmate labor for Gorge Preservation Society, a nonprofit organization that provides a public service to the County.

13. Discuss and consider approval of an Order Restricting Outdoor Burning in the unincorporated areas of Comal County.

 

14. EXECUTIVE SESSIONS:

In accordance with Chapter 551 of the Texas Government Code, Subchapter D, Commissioners Court may convene in a closed session to discuss any of the following items; any final action or vote taken will be in public.

(A) Deliberate and consider the purchase, exchange, lease or value of real property, in accordance with Section 551.072, of the Texas Government Code.

(B) Deliberate issues regarding economic development negotiations in accordance with Section 551.087, of the Texas Government Code.

(C) Deliberate pending/ contemplated litigation, settlement offer(s), and matters concerning privileged and unprivileged client information deemed confidential by Rule 1.05 of the Texas Disciplinary Rules of Professional Conduct in accordance with Section 551.071, of the Texas Government Code.

NOTE: Commissioners Court reserves the right to retire into executive session concerning any of the items listed on this Agenda whenever it is considered necessary and legally justified under the Open Meetings Act (Chapter 551 of the Texas Government Code).
