NOTICE is hereby given that a REGULAR meeting of COMMISSIONERS COURT will be held on Thursday, October 16, 2014 at 8:30 AM in the Commissioners Courtroom, 100 Main Plaza, New Braunfels, Texas. You may visit our website at for agenda postings. Before each regular session will be an invocation and pledges to the flags. All persons in attendance are invited to participate or not at their own personal discretion.



The following subjects will be discussed, considered, and acted upon:

1. Approve Claims.

2. Retirement Recognition of Michael K. Wood for over seventeen years of service to the Comal County Building Maintenance Department and to the citizens of Comal County.

3. Recognition of Employees for years of service to Comal County.

4. Proclamation naming October 23-31, 2014 as "Red Ribbon Week" in Comal County.

5. Proclamation recognizing October 20-24, 2014 as "Chamber of Commerce Week" in Comal County.


1. Citizens’ Comments.

2. Reports by County Staff and Elected Officials on items of Community interest.

3. Presentation of the Public Health September 2014 Report.

4. Report from the County Engineer on the "Comal County Polling Place Locator" web application.


6. Discuss and consider approval of the following Amendments to Plats:

A. Scenic Terrace, Section 1, combining Lots 36 and 37 of Block 4, establishing Lot 36R (Pct. 4)

B. Devil’s Backbone Heights, combining Lots 136 and 137, establishing Lot 136R (Pct. 4)

7. Discuss and consider approval of the following proposed private street names within Comal County, Texas:

A. Little Pine Ct, located off Forest Lake Dr. in the Cypress Lake Gardens, Forest Lake Estates subdivision. (Pct. 4)

B. Summit Resort Drive, located off Summit Hurst, approximately 1/3 mile east of River Road. (Pct. 4)

C. Wrangler Road, located off Purgatory Road, approximately 1/4 mile south of the Estrellita Ranch Rd. intersection. (Pct. 4)

8. Discuss and consider approval of Tax Assessor-Collector’s Monthly Collection Report – September 2014.

9. Discuss and consider approval of Addendums to Comal County Tax Assessor-Collector Dealer Title Application Contract with Bluebonnet Motors, Inc. and Bluebonnet Chrysler Dodge, and authorize County Judge to sign.

10. Remove from the Table of September 25: Discuss and consider:

A. rescinding approval of Comal County Animal Facilities Agreement approved on September 4, 2014; and

B. approval of updated Comal County Animal Facilities Agreement and authorize Comal County Texas Agrilife Extension agents to execute said agreement on behalf of County.

11. Discuss and consider approval of a line-item transfer in Recycling, FROM: Various lines, TO: Equipment Maintenance, to cover maintenance costs through the end of the year.

12. Present and consider award of Bid 2014-135 Pre-Coated Aggregate for Surface Treatment Type PB, Grade 4 and authorize Purchasing Director to execute all related documents.


In accordance with Chapter 551 of the Texas Government Code, Subchapter D, Commissioners Court may convene in a closed session to discuss any of the following items; any final action or vote taken will be in public.

(A) Deliberate and consider the purchase, exchange, lease or value of real property, in accordance with Section 551.072, of the Texas Government Code.

(B) Deliberate issues regarding economic development negotiations in accordance with Section 551.087, of the Texas Government Code.

(C) Deliberate pending/ contemplated litigation, settlement offer(s), and matters concerning privileged and unprivileged client information deemed confidential by Rule 1.05 of the Texas Disciplinary Rules of Professional Conduct in accordance with Section 551.071, of the Texas Government Code.

NOTE: Commissioners Court reserves the right to retire into executive session concerning any of the items listed on this Agenda whenever it is considered necessary and legally justified under the Open Meetings Act (Chapter 551 of the Texas Government Code).
