COMMISSIONERS COURT OF COMAL COUNTY TEXAS

NOTICE is hereby given that a REGULAR meeting of COMMISSIONERS COURT will be held on Thursday, November 13, 2014 at 8:30 AM in the Commissioners Courtroom, 100 Main Plaza, New Braunfels, Texas. You may visit our website at www.co.comal.tx.us for agenda postings. Before each regular session will be an invocation and pledges to the flags. All persons in attendance are invited to participate or not at their own personal discretion.

1. Presentation of Certificate of Achievement for Excellence in Financial Reporting to Sharon M. Ferrell, First Assistant County Auditor.

2. Citizens’ Comments.

3. Reports by County Staff and Elected Officials on items of Community interest.

ACTION AGENDA CONTINUED:

2. Discuss and consider acceptance of the dedication of public right-of-way within Johnson Ranch Subdivision, Phase 1. (Pct. 2)

3. Discuss and consider acceptance of Horseshoe Path, Holstein Road, and Side Saddle Road, within Johnson Ranch Subdivision, Phase 1, into the Comal County Unit Road System. (Pct. 2)

4. Discuss and consider acceptance of the roads within Johnson Ranch Subdivision – Unit 1, Phase 1, into the Comal County Unit Road System, and accept the dedication of public right-of-way. (Pct. 2)

5. Discuss and consider approval of the Amendment to Plat, The Peninsula at Mystic Shores, Unit One, combining Lots 603 and 604, establishing Lot 603R. (Pct. 4)

6. Discuss and consider approval of Tax Assessor-Collector’s Monthly Collection Report – October 2014.

7. Discuss and consider approval of Resolutions authorizing the sale of certain properties for less than amount of delinquent taxes owed.

8. Discuss and consider approval of Resolution #2014-29 regarding the Indigent Defense Grant Program.

9. Discuss and consider approval of a budget amendment in County Clerk's Archives Fund, FROM: Reserves, TO: Data Processing Services, to cover the cost of preserving probate case files and reconciliation of land records.

10. Discuss and consider approval of a line-item transfer in the Criminal District Attorney's office, FROM: Hospitalization, TO: Various lines, to cover negative balances and additional expenditures for the remainder of the year.

11. Discuss and consider approval of a line-item transfer in Human Resources, FROM: Hospitalization, TO: Various lines, to cover the cost of additional training and negative fund balances.

12. Discuss and consider approval of the following personnel actions and corresponding job descriptions in the Information Technology Department to be effective November 22, 2014 (no budget amendment necessary):

a) Reclassification and title change of Network Security Manager (E10) position to Data Center Support Specialist (E8) position with a salary of $49,996.71;

b) Reclassification of Webmaster/Trainer position from E8 to E9 pay grade with a salary of $65,233.80;

c) Salary Adjustment of Network Engineer (E8) position to $55,382.26; and

d) Title change of Odyssey Support Specialist position to Enterprise Application Support Specialist position.

13. Discuss and consider approval of the 2015 Comal County Rural Recycling Center County Holidays.

14. EXECUTIVE SESSIONS:

In accordance with Chapter 551 of the Texas Government Code, Subchapter D, Commissioners Court may convene in a closed session to discuss any of the following items; any final action or vote taken will be in public.

(A) Deliberate and consider the purchase, exchange, lease or value of real property, in accordance with Section 551.072, of the Texas Government Code.

(B) Deliberate issues regarding economic development negotiations in accordance with Section 551.087, of the Texas Government Code.

(C) Deliberate pending/ contemplated litigation, settlement offer(s), and matters concerning privileged and unprivileged client information deemed confidential by Rule 1.05 of the Texas Disciplinary Rules of Professional Conduct in accordance with Section 551.071, of the Texas Government Code.

NOTE: Commissioners Court reserves the right to retire into executive session concerning any of the items listed on this Agenda whenever it is considered necessary and legally justified under the Open Meetings Act (Chapter 551 of the Texas Government Code).
