COMMISSIONERS COURT OF COMAL COUNTY TEXAS

NOTICE is hereby given that a REGULAR meeting of COMMISSIONERS COURT will be held on Tuesday, November 25, 2014 at 8:30 AM in the Commissioners Courtroom, 100 Main Plaza, New Braunfels, Texas. You may visit our website at www.co.comal.tx.us for agenda postings. Before each regular session will be an invocation and pledges to the flags. All persons in attendance are invited to participate or not at their own personal discretion.

ACTION AGENDA CONTINUED:

2. Discuss and consider approval of Private Improvement Within Public Right of Way Permit to Construct Application #101306 for a speed feedback sign and authorize County Engineer to issue said Permit. (Pct. 1)

3. Discuss and consider approval of the following Amendments to Plats:

a. Vintage Oaks at the Vineyard, Unit 8, combining Lots 1142 and 1143, establishing Lot 1142R (Pct. 1)

b. Mystic Shores, Unit Eleven, combining Lots 1324 and 1325, establishing Lot 1324R (Pct. 4)

4. Discuss and consider approval of the Treasurer's Monthly Report - October 2014.

5. Discuss and consider approval of Property Permanent Loan Form related to the Agreement by and between Bexar County and Comal County for the use of the Emergency Management Community Emergency Response Team-CERT equipment and authorize County Judge to sign.

6. Discuss and consider approval of Resolution #2014-31 Supporting Enabling Legislation for the Establishment of a Comal County Groundwater Conservation District Covering the Entire County for the Trinity Aquifer.

7. Discuss and consider approval of a line-item transfer in the Department of Public Safety, FROM: Various lines, TO: Non-Capital Equipment, for the purchase of Crash Data Group CDR 500 FlexRay adapter and supported cables for black boxes on vehicles.

8. Discuss and consider approval of a line-item transfer in Juvenile Probation, FROM: Residential Services, TO: Building Maintenance - Repairs: Other and Juvenile Probation - Software, Non-Capital Equipment, and Capital Equipment.

9. Discuss and consider approval of Supplemental Agreement II to Bid 2012-137 - White Goods and Scrap Metal Recycling and Reclamation, and authorize Purchasing Director to execute all related documents.

10. Discuss and consider acceptance of resignation of Steven Stanphill from the Comal County Emergency Service District #4 Board of Commissioners effect December 1, 2014.

11. Discuss and consider appointment of Brett Barnett to Comal County Emergency Service District #4 Board of Commissioners, to fill the vacant unexpired term.

12. EXECUTIVE SESSIONS:

In accordance with Chapter 551 of the Texas Government Code, Subchapter D, Commissioners Court may convene in a closed session to discuss any of the following items; any final action or vote taken will be in public.

(A) Deliberate and consider the purchase, exchange, lease or value of real property, in accordance with Section 551.072, of the Texas Government Code.

(B) Deliberate issues regarding economic development negotiations in accordance with Section 551.087, of the Texas Government Code.

(C) Deliberate pending/ contemplated litigation, settlement offer(s), and matters concerning privileged and unprivileged client information deemed confidential by Rule 1.05 of the Texas Disciplinary Rules of Professional Conduct in accordance with Section 551.071, of the Texas Government Code.

NOTE: Commissioners Court reserves the right to retire into executive session concerning any of the items listed on this Agenda whenever it is considered necessary and legally justified under the Open Meetings Act (Chapter 551 of the Texas Government Code).
