COMMISSIONERS COURT OF COMAL COUNTY TEXAS

NOTICE is hereby given that a REGULAR meeting of COMMISSIONERS COURT will be held on Thursday, December 11, 2014 at 8:30 AM in the Commissioners Courtroom, 100 Main Plaza, New Braunfels, Texas. You may visit our website at www.co.comal.tx.us for agenda postings. Before each regular session will be an invocation and pledges to the flags. All persons in attendance are invited to participate or not at their own personal discretion.

CALL TO ORDER:

The following subjects will be discussed, considered, and acted upon:

1. Approve Claims.

2. Discuss and consider acceptance of donation check# 3230 from Kim and Cindy Bolt, Bulverde, Texas in the amount of $1,000.00 to be deposited into line item 010-000-2348, Sheriff's Office Junior Deputy Academy.

2. Reports by County Staff and Elected Officials on items of Community interest.

3. Discuss and consider approval of the following Amendments to Plats:

a. Canyon Lake Village West, Unit No. 5, combining Lots 873 and 874, establishing Lot 873R (Pct. 1)

b. Tanglewood Shores Subdivision on Canyon Lake, combining Lots 103 and 104, establishing Lot 103R (Pct. 1)

4. Discuss and consider approval of the following Amending Plats:

a. Cordova Bend at Canyon Lake, Unit One, amending Lots 28 and 29, establishing Lots 28AP and 29AP (Pct. 1)

b. Cordova Bend at Canyon Lake, Unit Two, amending Lots 121, 122, and 123, establishing Lots 121AP and 123AP (Pct. 1)

5. Discuss and consider adoption of the Comal County 2020 Facilities Plan.

6. Discuss and consider approval of Cost Sharing Interlocal Agreement Between Comal County Water Oriented Recreation District, City of New Braunfels, Texas, Guadalupe, Texas, and Comal County, Texas, related to local flood warning system.

7. Discuss and consider approval of the Comal County Water Oriented Recreation District's 2015 Budget in accordance with Section 324.072 of the Texas Local Government Code.

8. Discuss and consider approval of Resolution 2014-30 To Add Optional Workers' Compensation Coverage.

9. Discuss and consider authorizing County Auditor to offer new hire replacing the Assistant County Auditor II (Grants) position up to pay Group 9-10 (no budget amendment required).

10. Discuss and consider the hiring of an Emergency Management Coordinator at a salary of $64,612.00 per year, which is above the entry level salary for this position. (No budget amendment necessary)

11. Discuss and consider the reappointment of the following members to the Emergency Services District #2 Board of Directors:

a. Dennis Haire, and

b. Kenneth Schein.

12. Discuss and consider approval of a line-item transfer in Constable, Pct. #1, FROM: Deputies Salaries, TO: Police Supplies and Capital Equipment, to cover the purchase of additional supplies required for the remainder of the year.

13. Discuss and consider approval of a line-item transfer in the Jail, FROM: Building Maintenance, TO: Capital Equipment, to cover the cost of a new refrigerator and a UPS for Dispatch.

14. EXECUTIVE SESSIONS:

In accordance with Chapter 551 of the Texas Government Code, Subchapter D, Commissioners Court may convene in a closed session to discuss any of the following items; any final action or vote taken will be in public.

(A) Deliberate and consider the purchase, exchange, lease or value of real property, in accordance with Section 551.072, of the Texas Government Code.

(B) Deliberate issues regarding economic development negotiations in accordance with Section 551.087, of the Texas Government Code.

(C) Deliberate pending/ contemplated litigation, settlement offer(s), and matters concerning privileged and unprivileged client information deemed confidential by Rule 1.05 of the Texas Disciplinary Rules of Professional Conduct in accordance with Section 551.071, of the Texas Government Code.

NOTE: Commissioners Court reserves the right to retire into executive session concerning any of the items listed on this Agenda whenever it is considered necessary and legally justified under the Open Meetings Act (Chapter 551 of the Texas Government Code).
