COMMISSIONERS COURT OF COMAL COUNTY TEXAS

NOTICE is hereby given that a REGULAR meeting of COMMISSIONERS COURT will be held on Thursday, January 22, 2015 at 8:30 AM in the Commissioners Courtroom, 100 Main Plaza, New Braunfels, Texas. You may visit our website at www.co.comal.tx.us for agenda postings. Before each regular session will be an invocation and pledges to the flags. All persons in attendance are invited to participate or not at their own personal discretion.

CALL TO ORDER:

The following subjects will be discussed, considered, and acted upon:

1. Approve Claims.

2. Discuss and consider acceptance of check donation from Canyon Lake Girls Softball Association in the amount of $6,800.00 to be deposited into line item 010-041-5615. (Pct. 4)

3. Proclamation recognizing the month of January 2015 as "National Mentoring Month" in Comal County.

WORKSHOP AGENDA:

1. Retirement Recognition of John B. Kimble for over eight years of service to the Comal County Environmental Health Department and to the citizens of Comal County.

2. Recognition of Employees for years of service to Comal County.

3. Citizens’ Comments.

4. Reports by County Staff and Elected Officials on items of Community interest.

5. Presentation of the Public Health December 2014 Report.

ACTION AGENDA CONTINUED:

4. Discuss and consider approval of Tax Assessor-Collector’s Monthly Collection Report – December 2014.

5. Discuss and consider accepting the dedication of right-of-way to the public within Vintage Oaks at the Vineyard, Unit 8, accepting the roads into the Comal County Unit Road System, acknowledging the completion of storm water drainage improvements, and releasing the associated road and storm water drainage improvements surety, Construction Bond #1086907. (Pct. 1)

6. Discuss and consider approval of the following Amendments to Plats:

a. Vintage Oaks at the Vineyard, Unit 4, combining Lots 799 and 800, establishing Lot 799R (Pct. 1)

b. Whispering Hills, combining Lots 75 and 76, establishing Lot 75R (Pct. 1)

c. Corrected Map of Canyon Lake Village, Unit 2, combining Lots A3 and D3, establishing Lot A3R (Pct. 1)

7. Discuss and consider approval of the following Amendments to Plats:

a. Combining Lot 913 of River Chase, Unit Six, with Lot 930R of the Amendment to Plat of River Chase, Unit Six, establishing Lot 913R (Pct. 4)

b. Summit Extension, Phase 4, combining Lots 211 and 212, establishing Lot 211R (Pct. 4)

8. Discuss and consider authorizing the Comal County Recycling Center to accept e-waste at no cost to County residents.

9. Discuss and consider approval of Agreement for Provision of Economic Development Services with the Greater New Braunfels Chamber of Commerce Inc., and authorize County Judge to sign.

10. Discuss and consider approval of Texas Association of Counties Risk Management Pool Renewal Application for Crime Coverage and authorize County Judge to sign.

11. Discuss and consider approval of the Texas Department of Emergency Management (TDEM) Fiscal Year 2015 Emergency Management Performance Grant (EMPG) Application and authorize County Judge to sign.

12. Discuss and consider ratifying License Agreement between Comal County and Lee D. Morgan II and Betty J. Morgan, for County property acquired through the FEMA Hazard Mitigation Grant Program, located at 456 River Cliff, Canyon Lake, Texas 78133.

13. Discuss and consider ratifying License Agreement between Comal County and Guillermo Barrera, for County property acquired through the FEMA Hazard Mitigation Grant Program, located at 30547 Blanco Road, Bulverde, Texas 78163, Tract 17, Canyon View Acres.

14. Discuss and consider approval of purchase of IPAD for Justice of the Peace #2 using the JP Technology Fund.

15. Discuss and consider approval of a budget amendment in Extension Service, FROM: General Fund Reserves, TO: Copier Lease & Maintenance, to cover the cost of the copier lease for 2015.

16. EXECUTIVE SESSIONS:

In accordance with Chapter 551 of the Texas Government Code, Subchapter D, Commissioners Court may convene in a closed session to discuss any of the following items; any final action or vote taken will be in public.

(A) Deliberate and consider the purchase, exchange, lease or value of real property, in accordance with Section 551.072, of the Texas Government Code.

(B) Deliberate issues regarding economic development negotiations in accordance with Section 551.087, of the Texas Government Code.

(C) Deliberate pending/ contemplated litigation, settlement offer(s), and matters concerning privileged and unprivileged client information deemed confidential by Rule 1.05 of the Texas Disciplinary Rules of Professional Conduct in accordance with Section 551.071, of the Texas Government Code.

NOTE: Commissioners Court reserves the right to retire into executive session concerning any of the items listed on this Agenda whenever it is considered necessary and legally justified under the Open Meetings Act (Chapter 551 of the Texas Government Code).
