COMMISSIONERS COURT OF COMAL COUNTY TEXAS

NOTICE is hereby given that a REGULAR meeting of COMMISSIONERS COURT will be held on Thursday, February 12, 2015 at 8:30 AM in the Commissioners Courtroom, 100 Main Plaza, New Braunfels, Texas. You may visit our website at www.co.comal.tx.us for agenda postings. Before each regular session will be an invocation and pledges to the flags. All persons in attendance are invited to participate or not at their own personal discretion.

1. Approve Claims.

2. Proclamation recognizing Walzem Chapel Texas Historical Commission Marker and dedication.

WORKSHOP AGENDA:

1. Citizens’ Comments.

2. Presentation by the Boy Scouts of America highlighting Scouting's local impact in 2014.

3. Reports by County Staff and Elected Officials on items of Community interest.

ACTION AGENDA CONTINUED:

3. Discuss and consider approval of the Amendment to Plat, Cypress Cove, Section 4, combining Lots 140 and 141, establishing Lot 140R. (Pct. 4)

4. Discuss and consider approval of Amendment 01: Public Health Emergency Preparedness (PHEP) to the Department of State Health Services (DSHS) Contract 2015-001100, and authorize Gwen Mills to take all appropriate action on behalf of County Judge.

5. Discuss and consider approval of Resolution No. 2015-03 Supporting Online Voter Registration.

6. Discuss and consider approval of Resolution # 2015-4 approving the submission of Grant #2005808 to the Office of the Governor, Criminal Justice Division, for the funding of the Comal County Challenge Court.

7. Discuss and consider approval of Business Associates Agreement for Web-Based Enrollment System by and between MGM Benefits Group and Comal County, and authorize County Judge to sign.

8. Discuss and consider approval of Membership Agreement between Comal County and San Antonio AirLIFE, and authorize County Judge to sign.

9. Discuss and consider approval of United States Army Corp of Engineers Solicitation No. W9126G-15-T-0028, Increased Law Enforcement Services and Cost Proposal, and authorize County Judge to sign.

10. Discuss and consider acceptance of the Sheriff's Office 2014 Chapter 59 Asset Forfeiture Report.

11. Discuss and consider approval of Federal Equitable Sharing Agreement and Certification for the Sheriff's Office and authorize the County Judge to sign.

12. Discuss and consider acceptance of the Statement of Financial Position with accompanying state reports for the Fiscal Year ending 8/31/2014 from the Community Supervision and Corrections Department pursuant to Local Government Code, Section 140.004.

13. Present and consider award of Bid 2014-310 Inmate Commissary Services and authorize Purchasing Director to execute all related documents.

14. Present and consider award of Bid 2014-420 MBGF Installation in Schoenthal Ranches and authorize Purchasing Director to execute all related documents.

15. EXECUTIVE SESSIONS:

In accordance with Chapter 551 of the Texas Government Code, Subchapter D, Commissioners Court may convene in a closed session to discuss any of the following items; any final action or vote taken will be in public.

(A) Deliberate and consider the purchase, exchange, lease or value of real property, in accordance with Section 551.072, of the Texas Government Code.

(B) Deliberate issues regarding economic development negotiations in accordance with Section 551.087, of the Texas Government Code.

(C) Deliberate pending/ contemplated litigation, settlement offer(s), and matters concerning privileged and unprivileged client information deemed confidential by Rule 1.05 of the Texas Disciplinary Rules of Professional Conduct in accordance with Section 551.071, of the Texas Government Code.

NOTE: Commissioners Court reserves the right to retire into executive session concerning any of the items listed on this Agenda whenever it is considered necessary and legally justified under the Open Meetings Act (Chapter 551 of the Texas Government Code).
