NOTICE OF MEETING

COMMISSIONERS COURT OF COMAL COUNTY TEXAS

NOTICE is hereby given that a REGULAR meeting of COMMISSIONERS COURT will be held on Thursday, February 26, 2015 at 8:30 AM in the Commissioners Courtroom, 100 Main Plaza, New Braunfels, Texas. You may visit our website at www.co.comal.tx.us for agenda postings. Before each regular session will be an invocation and pledges to the flags. All persons in attendance are invited to participate or not at their own personal discretion.

4. Discuss and consider approval of the Amendment to Plat, Mystic Shores, Unit Eighteen, combining Lots 1992 and 1993, establishing Lot 1992R. (Pct. 4)

5. Discuss and consider approval of the 2015 Comal County Parks Selection Committee recommendations for parks funding. (Pct. 4)

6. Discuss and consider granting an underground Utility Easement to Canyon Lake Water Service Company, and authorize County Judge to execute Utility Easement.

7. Discuss and consider approval of the Guadalupe Blanco River Authority Contract for Raw Water Service and authorize County Judge to sign.

8. Discuss and consider approval of the Comal County Engineer’s Office Accident Prevention Plan.

9. Discuss and consider approval of TEXSHEP 2015-17 Collaboration Form regarding New Braunfels ISD students that qualify for the McKinney-Vento Homeless Education Assistance Act and authorize County Judge to sign.

10. Discuss and consider approval of Texas Comptroller Leadership Circle form submission and Debt Transparency Pledge, and authorize County Judge to sign.

11. Discuss and consider approval of Tax Assessor-Collector’s Yearly Collection Report for January – December 2014.

12. Discuss and consider approval of Tax Assessor-Collector’s Monthly Collection Report – January 2015.

13. Discuss and consider approval of Treasurer's Monthly report - January 2015.

14. Discuss and consider approval of the 2014 Comal County Racial Profiling Report (Compilation and Analysis of Information Collected) for the Comal County Sheriff's Office, pursuant to Article 2.134 of the Texas Code of Criminal Procedure.

15. Discuss and consider approval of the 2014 Comal County Racial Profiling Reports (Compilation and Analysis of Information Collected) for the Comal County Constable's Office Precinct #1, Precinct #2, Precinct #3, and Precinct #4, pursuant to Article 2.134 of the Texas Code of Criminal Procedure.

16. Discuss and consider approval of Equitable Sharing Agreement and Certification for Constable, Precinct #4 and authorize County Judge to sign.

17. Discuss and consider approval of Resolution #2015-02 - Supporting an Application from Blue Canyon Lake Apartments, L.P. to the Texas Department of Housing and Community Affairs for 2015 Competitive Nine-Percent Housing Tax Credits for the proposed Terraces at Canyon Lake Senior Housing Development Located at the Northeast Corner of FM 3424 and FM 306 in Comal County, Texas.

18. Discuss and consider approval of Resolution #2015-05 - Supporting the City of Bulverde's Application for Flood Protection Planning Grant Assistance Filed with the Texas Water Development Board.

20. Discuss and consider approval of job description for the Public Information Officer position.

21. Discuss and consider approval of the reclassification of Crew Chief I (N8-17) position to Safety/Road Inspector (N8-2) and corresponding job description (no budget amendment necessary).

22. Discuss and consider approval of a budget amendment in the 2015 General Fund budget, FROM: Maintenance of Buildings, TO: Capital Projects Fund - Building Remediation, to cover the cost of demolition and removal of building located at 340 S. Seguin Ave.

23. Discuss and consider approval of Supplemental Agreement to Bid 2013-104 - Comal County Animal Control Care Facility & Associated Services, and authorize Purchasing Director to execute all related documents.

24. EXECUTIVE SESSIONS:

In accordance with Chapter 551 of the Texas Government Code, Subchapter D, Commissioners Court may convene in a closed session to discuss any of the following items; any final action or vote taken will be in public.

(A) Deliberate and consider the purchase, exchange, lease or value of real property, in accordance with Section 551.072, of the Texas Government Code.

(B) Deliberate issues regarding economic development negotiations in accordance with Section 551.087, of the Texas Government Code.

(C) Deliberate pending/ contemplated litigation, settlement offer(s), and matters concerning privileged and unprivileged client information deemed confidential by Rule 1.05 of the Texas Disciplinary Rules of Professional Conduct in accordance with Section 551.071, of the Texas Government Code.

NOTE: Commissioners Court reserves the right to retire into executive session concerning any of the items listed on this Agenda whenever it is considered necessary and legally justified under the Open Meetings Act (Chapter 551 of the Texas Government Code).
