COMMISSIONERS COURT OF COMAL COUNTY TEXAS

NOTICE is hereby given that a REGULAR meeting of COMMISSIONERS COURT will be held on Thursday, April 23, 2015 at 8:30 AM in the Commissioners Courtroom, 100 Main Plaza, New Braunfels, Texas. You may visit our website at www.co.comal.tx.us for agenda postings.
Before each regular session will be an invocation and pledges to the flags. All persons in attendance are invited to participate or not at their own personal discretion.

The following subjects will be discussed, considered, and acted upon:

1. Approve Claims.

WORKSHOP AGENDA:

1. Recognition of Employees for years of service to Comal County.

2. Citizens’ Comments. (Citizens’ Comments are limited to three minutes per person. Pursuant to the Texas Open Meetings Act, the Court is limited in its ability to respond to Citizens’ Comments.)

3. Reports by County Staff and Elected Officials on items of Community interest.

ACTION AGENDA CONTINUED:

2. Discuss and consider approval of the following Amendments to Plats:

a. Canyon Lake Hills, Unit No. 2, combining Lots 1122, 1123, and 1124, establishing Lot 1122R (Pct. 1)

b. Canyon Lake Village, Unit 3, combining Lots 181 and 182, establishing Lot 181R (Pct. 1)

3. Discuss and consider approval of a variance request for proposed Star Canyon Subdivision, Unit 1, pertaining to certain improvements within the public right-of-way. (Pct. 1)

4. Discuss and consider approval of the Amendment to Plat, Canyon Lake Shores, Unit No. 5, combining Lots 682 and 683, establishing Lot 682R. (Pct. 4)

5. Discuss and consider approval of Resolutions authorizing sale of certain properties for less than amount of delinquent taxes owed.

6. Discuss and consider approval of boundary changes in Precincts 205 and 404 so as to not exceed the maximum number of registered voters permitted under Section 42.006 of the Texas Election Code.

7. Discuss and consider approval of Supplemental Agreement IV to Comal County Contract for Medical Services for Jail Physician and authorize Purchasing Director to execute all related documents.

8. Discuss and consider approval of Order No. 354 for the Disposition of Salvage or Surplus Property.

9. Discuss and consider approval of Resolution No. 2015-13 Authorizing the Purchase of Real Property.

10. Discuss and consider approval of a budget amendment to the 2014 Budgets of the General Fund, Road and Bridge Fund, Jury Fund, Land Acquisition Fund, and Child Safety Fund from their respective fund reserves to cover negative expenditure line balances caused by year-end accruals.

11. Discuss and consider approval of line-item transfers in the 2014 Budget of the General Fund, Road and Bridge Fund, Law Library Fund, Juvenile Case Manager Fund, Indigent Health Care Fund, County Clerk's Records Preservation Fund, County Archives Fund, and Criminal District Attorney's Forfeiture Fund between lines within the respective funds to cover negative line-item balances caused by year-end accruals.

12. Discuss and consider approval of amendments to the 2015 Budgets of the General Fund, Road and Bridge Fund, Law Library Fund, Indigent Health Care Fund, County Clerk's Records Preservation Fund, County Archives Fund, and Vital Records Preservation Fund to move the funds for the remaining 2014 encumbrances forward to 2015 and to move the remaining T.C.O.L.E. Training funds to 2015 for the Sheriff's Office and Constables Precincts 1, 2, 3, and 4.

13. Discuss and consider approval of amendments to the 2015 General Fund budgets of the Sheriff, Criminal District Attorney, and Constables Precincts 1, 2, and 3, FROM: 2015 T.C.O.L.E. State funding to the T.C.O.L.E. Training line in each of the above departments.

14. EXECUTIVE SESSIONS:

In accordance with Chapter 551 of the Texas Government Code, Subchapter D, Commissioners Court may convene in a closed session to discuss any of the following items; any final action or vote taken will be in public.

(A) Deliberate and consider the purchase, exchange, lease or value of real property, in accordance with Section 551.072, of the Texas Government Code.

(B) Deliberate issues regarding economic development negotiations in accordance with Section 551.087, of the Texas Government Code.

(C) Deliberate pending/ contemplated litigation, settlement offer(s), and matters concerning privileged and unprivileged client information deemed confidential by Rule 1.05 of the Texas Disciplinary Rules of Professional Conduct in accordance with Section 551.071, of the Texas Government Code.

NOTE: Commissioners Court reserves the right to retire into executive session concerning any of the items listed on this Agenda whenever it is considered necessary and legally justified under the Open Meetings Act (Chapter 551 of the Texas Government Code).
