COMMISSIONERS COURT OF COMAL COUNTY TEXAS

NOTICE is hereby given that a REGULAR meeting of COMMISSIONERS COURT will be held on Thursday, May 07, 2015 at 8:30 AM in the Commissioners Courtroom, 100 Main Plaza, New Braunfels, Texas. You may visit our website at www.co.comal.tx.us for agenda postings.
Before each regular session will be an invocation and pledges to the flags. All persons in attendance are invited to participate or not at their own personal discretion.

CALL TO ORDER:

The following subjects will be discussed, considered, and acted upon:

1. Approve Claims.

2. Proclamation recognizing Ronald B. Snider as recipient of the Frederick Frueholz, Jr. Historic Preservation Award.

3. Proclamation naming the week of May 3rd - May 10th, 2015 as “National Corrections Officers and Employees Week in Comal County”.

4. Proclamation naming the Week of May 4th - May 8th, 2015 as “Small Business Week in Comal County” and Recognizing Soriya Estes as Comal County’s "Small Business Person of the Year".

5. Proclamation naming the week of May 10th- May 16th, 2015 as "National Police Week" in Comal County.

6. Proclamation naming May 2015 as "Elder Abuse Prevention Month" in Comal County.

7. Proclamation naming May 2015 as "Community Action Month" in Comal County.

WORKSHOP AGENDA:

1. Citizens’ Comments. (Citizens’ Comments are limited to three minutes per person. Pursuant to the Texas Open Meetings Act, the Court is limited in its ability to respond to Citizens’ Comments.)

2. Presentation of the Walk Across Texas Certificates and top placing teams.

3. Announcement of winning Comal County Employee Wellness Program name.

4. Reports by County Staff and Elected Officials on items of Community interest.

ACTION AGENDA CONTINUED:

8. Discuss and consider approval of the Amendment to Plat of the "Vacate and Replat of a Portion of Block 11, Canyon Springs Resort, Unit 1," combining Lots 1 and 2 of Block 11, establishing Lot 1R. (Pct. 1)

9. Discuss and consider authorizing an encroachment into the County required 25’ road frontage building setback for Lot 1, Village Oaks, within Comal County, Texas. (Pct. 1)

10. Discuss and consider approval of the Contract for Professional Services with Hardy, Heck, and Moore, Inc.

11. Discuss and consider approval of Amendment P00001 to United States Army Corp of Engineers Contract W9126G-14-P-0129, and authorize County Judge to sign.

12. Discuss and consider approval of amendment to Section III C - Compliance, in the Comal County Vendor Access Policy.

13. Discuss and consider approval of a line-item transfer in the District Court, FROM: Continuing Education/Travel, TO: Office Supplies, for the purchase of new chairs for the District courtrooms.

14. EXECUTIVE SESSIONS:

In accordance with Chapter 551 of the Texas Government Code, Subchapter D, Commissioners Court may convene in a closed session to discuss any of the following items; any final action or vote taken will be in public.

(A) Deliberate and consider the purchase, exchange, lease or value of real property, in accordance with Section 551.072, of the Texas Government Code.

(B) Deliberate issues regarding economic development negotiations in accordance with Section 551.087, of the Texas Government Code.

(C) Deliberate pending/ contemplated litigation, settlement offer(s), and matters concerning privileged and unprivileged client information deemed confidential by Rule 1.05 of the Texas Disciplinary Rules of Professional Conduct in accordance with Section 551.071, of the Texas Government Code.

NOTE: Commissioners Court reserves the right to retire into executive session concerning any of the items listed on this Agenda whenever it is considered necessary and legally justified under the Open Meetings Act (Chapter 551 of the Texas Government Code).
