COMMISSIONERS COURT OF COMAL COUNTY TEXAS

NOTICE is hereby given that a REGULAR meeting of COMMISSIONERS COURT will be held on Thursday, June 18, 2015 at 8:30 AM in the Commissioners Courtroom, 100 Main Plaza, New Braunfels, Texas. You may visit our website at www.co.comal.tx.us for agenda postings.
Before each regular session will be an invocation and pledges to the flags. All persons in attendance are invited to participate or not at their own personal discretion.

The following subjects will be discussed, considered, and acted upon:

1. Approve Claims.

WORKSHOP AGENDA:

1. Citizens’ Comments. (Citizens’ Comments are limited to three minutes per person. Pursuant to the Texas Open Meetings Act, the Court is limited in its ability to respond to Citizens’ Comments.)

2. Reports by County Staff and Elected Officials on items of Community interest.

3. Presentation of the Public Health May 2015 Monthly Report.

ACTION AGENDA CONTINUED:

2. Discuss and consider acceptance of in-kind services from Canyon Lake Water Supply Company in the amount of $2,500 for the installation of a drinking fountain at the Curry Nature Center.

3. Discuss and consider approval of the Vacate and Replat of Lots 1, 2, 3, and 4, a Portion of Lot 5, Block 7, a Portion of an Alley, and a Portion of Wilhelm Str., Town of Bracken, establishing Lot 1R, Block 7, and authorize County Judge to sign application. (Pct. 2)

4. Discuss and consider approval of Release Agreement between Comal County and Joshua and Karen Chappell and authorize County Judge to sign. (Pct. 4)

5. Discuss and consider approval of the Alamo Area Council of Government's (AACOG) Regional Mutual Aid Agreement and authorize County Judge to sign.

6. Discuss and consider approval of the Bexar Metro 9-1-1 Network District Proposed Fiscal Year 2016 Budget.

7. Discuss and consider bids relating to the sale of obligations designated as "Comal County, Tax Notes, Series 2015"; consider and approve Financial Advisor's recommendation concerning this matter; and other matters in connection therewith.

8. Discuss and consider approval of Order #357 by the Commissioners Court of Comal County, Texas Authorizing the Issuance of "Comal County, Texas Tax Notes, Series 2015", Levying an Annual Ad Valorem Tax, Within the Limitations Prescribed by Law, for the Payment of the Notes; Prescribing the Form, Terms, Conditions, and Resolving Other Matters Incident and Related to the Issuance, Sale, and Delivery of the Notes; Authorizing the Execution of a Paying Agent/Registrar Agreement and a Purchase and Investment Letter; Complying with the Requirements of the Depository Trust Company's Letter of Representations; and Providing an Effective Date.

9. Discuss and consider approval of the Tax Assessor-Collector’s Monthly Collection Report – May 2015.

10. Discuss and consider acceptance of the 2014 Financial Audit Reports for the Comal County Emergency Service Districts 1-7.

11. Discuss and consider acceptance of the 2014 Financial Audit Report for the Comal County Water Oriented Recreation District.

12. Discuss and consider approval of the following Amendments by and between Tyler Technologies, Inc. and Comal County, Texas, and authorize County Judge to sign:

a) Amendment No. 3 to Revised End User License Agreement and Professional Services Agreement dated December 21, 2009; and

b) Amendment to End User License Agreement and Professional Services Agreement dated September 9, 2013.

13. Discuss and consider approval of Information Technology Intern position (N1-1) and job description.

14. Discuss and consider filling the County Extension Agent - Family and Consumer Sciences (FCS) position according to the recommendation of the Texas A&M AgriLife District Extension Administrator.

15. Discuss and consider approval of reclassification of the Assistant Veterans' Service Officer position from N5-2 to E1 and corresponding budget amendment to cover the increase in the salary.

16. Discuss and consider approval of the following appointments to the Comal County Child Welfare Board:

a) Jill Cobb;

b) Blake Hartman; and

c) Jacqueline Phillips

 17. EXECUTIVE SESSIONS:

In accordance with Chapter 551 of the Texas Government Code, Subchapter D, Commissioners Court may convene in a closed session to discuss any of the following items; any final action or vote taken will be in public.

(A) Deliberate and consider the purchase, exchange, lease or value of real property, in accordance with Section 551.072, of the Texas Government Code.

(B) Deliberate issues regarding economic development negotiations in accordance with Section 551.087, of the Texas Government Code.

(C) Deliberate pending/ contemplated litigation, settlement offer(s), and matters concerning privileged and unprivileged client information deemed confidential by Rule 1.05 of the Texas Disciplinary Rules of Professional Conduct in accordance with Section 551.071, of the Texas Government Code.

NOTE: Commissioners Court reserves the right to retire into executive session concerning any of the items listed on this Agenda whenever it is considered necessary and legally justified under the Open Meetings Act (Chapter 551 of the Texas Government Code).
