COMMISSIONERS COURT OF COMAL COUNTY TEXAS

NOTICE is hereby given that a REGULAR meeting of COMMISSIONERS COURT will be held on Thursday, July 23, 2015 at 8:30 AM in the Commissioners Courtroom, 100 Main Plaza, New Braunfels, Texas. You may visit our website at www.co.comal.tx.us for agenda postings.
Before each regular session will be an invocation and pledges to the flags. All persons in attendance are invited to participate or not at their own personal discretion.

The following subjects will be discussed, considered, and acted upon:

1. Approve Claims.

 

WORKSHOP AGENDA:

1. Recognition of Employees for years of service to Comal County.

2. Citizens’ Comments. (Citizens’ Comments are limited to three minutes per person. Pursuant to the Texas Open Meetings Act, the Court is limited in its ability to respond to Citizens’ Comments.)

3. Reports by County Staff and Elected Officials on items of Community interest

 

ACTION AGENDA CONTINUED:

2. Discuss and consider accepting Construction Bond No. 0657420 as surety for road construction and improvements within Copper Ridge, Phase 5, and authorize County Judge to sign said bond. (Pct. 2)

3. Discuss and consider accepting Irrevocable Letters of Credit, No.’s 991 and 992 as sureties for road construction and improvements within Johnson Ranch Subdivision, Unit 1, Phase 2. (Pct. 2)

4. Discuss and consider appointing seven non-paid directors to the Comal Trinity Groundwater Conservation District.

5. Discuss and consider approval of TAC HEBP Member Contact Designation form designating and appointing Jerri Hettinger, Human Resources Director, as Contract Authority, and authorize County Judge to sign.

6. Discuss and consider approval of the Texas Association of Counties Health and Employee Benefits Pool 2015-2016 Renewal Notice and Benefit Confirmation, ASO and Stop Loss Exhibit effective 10/01/15, and authorize County Judge to sign.

7. Discuss and consider approval of Allstate Major Medical Complement Coverage effective 10/01/15, and authorize County Judge to sign.

8. Discuss and consider approval of the Comal County Social Media Policy.

9. Discuss and consider approval of Protection and Maintenance Renewal of Watch Guard 4RE Digital Camera for Sheriff's Office utilizing TASB BuyBoard Cooperative Contract #432-13 and authorize Purchasing Director to execute all related documents.

10. Discuss and consider approval of Termination of Agreement between Comal County and Nutrition Matters, Inc. for Dietetic Consultant Services executed on January 1, 2015, and authorize County Judge to sign.

11. Discuss and consider approval of a line item transfer in Emergency Management, FROM: Non-Capital Equipment, TO: Consulting & Professional Services, to cover cost of hiring a consulting firm to complete the grant application for the County's HMAP (Hazard Mitigation Action Plan) that is expiring in 2016.

12. Discuss and consider approval of Consulting Services for Grant Application Development Agreement and authorize County Judge to sign.

13. Discuss and consider approval of a budget amendment in Recycling, FROM: General Fund Reserves, TO: Recycling - Contract Services, to cover the cost of outsourcing the mulching.

14. Discuss and consider approval of a line-item transfer in Constable, Precinct #1, FROM: Capital Equipment, TO: Police Supplies, to cover the cost of tasers and body cameras.

15. EXECUTIVE SESSIONS:

In accordance with Chapter 551 of the Texas Government Code, Subchapter D, Commissioners Court may convene in a closed session to discuss any of the following items; any final action or vote taken will be in public.

(A) Deliberate and consider the purchase, exchange, lease or value of real property, in accordance with Section 551.072, of the Texas Government Code.

(B) Deliberate issues regarding economic development negotiations in accordance with Section 551.087, of the Texas Government Code.

(C) Deliberate pending/ contemplated litigation, settlement offer(s), and matters concerning privileged and unprivileged client information deemed confidential by Rule 1.05 of the Texas Disciplinary Rules of Professional Conduct in accordance with Section 551.071, of the Texas Government Code.

NOTE: Commissioners Court reserves the right to retire into executive session concerning any of the items listed on this Agenda whenever it is considered necessary and legally justified under the Open Meetings Act (Chapter 551 of the Texas Government Code).
