COMMISSIONERS COURT OF COMAL COUNTY TEXAS

NOTICE is hereby given that a REGULAR meeting of COMMISSIONERS COURT will be held on Thursday, August 06, 2015 at 8:30 AM in the Commissioners Courtroom, 100 Main Plaza, New Braunfels, Texas. You may visit our website at www.co.comal.tx.us for agenda postings.
Before each regular session will be an invocation and pledges to the flags. All persons in attendance are invited to participate or not at their own personal discretion.

1. Approve Claims.

WORKSHOP AGENDA:

1. Citizens’ Comments. (Citizens’ Comments are limited to three minutes per person. Pursuant to the Texas Open Meetings Act, the Court is limited in its ability to respond to Citizens’ Comments.)

2. Reports by County Staff and Elected Officials on items of Community interest.

3. Presentation of the Public Health June 2015 Report.

4. County Judge presents recommended budget to Commissioners Court and files with the County Clerk.

2. Discuss and consider tax rate and set date for Public Hearing.

3. Discuss and consider approval of the Amendment to Plat, Mystic Shores, Unit Sixteen, combining Lots 1971 and 1972, establishing Lot 1971R. (Pct. 4)

4. Discuss and consider approval of Interlocal Cost Sharing Agreement between Comal County, Texas and City of New Braunfels, Texas Regarding the Improvement of Loop 337, and authorize County Judge to sign.

5. Discuss and consider approval of Interlocal Agreement by and between Comal County, Texas and Comal County Water Control and Improvement District No. 6 for Tax Assessing and Collecting Services, and authorize County Judge to sign.

6. Discuss and consider approval of June 2015 Treasurer's Monthly Report.

7. Discuss and consider approval of the Texas Department of State Health Services IMM/LOCALS contract 2016-001041-00 and authorize electronic signature and submission.

8. Discuss and consider approval of Guardian Voluntary Dental, Voluntary Vision, and Voluntary Life Insurance renewal plans effective 10/01/15.

9. Discuss and consider approval of Allstate Voluntary Major Medical Complement (GAP), Voluntary Accident, Voluntary Critical Illness, and Voluntary Cancer Insurance renewal plans effective 10/01/15.

10. Discuss and consider establishing the Central Accumulation Station (CAS) for the November 1, 2015 General and Special Elections with Bobbie Koepp as CAS Manager, Cynthia Jaqua as CAS Tabulation Supervisor, and Donna Dandridge as CAS Presiding Judge.

11. Discuss and consider establishing the locations, dates, and hours for Main and three (3) Temporary Branch Early Voting Locations and Election Day Locations for the November 3, 2015 General and Special Elections.

12. Discuss and consider the appointment of Tom Matchek as Early Voting Ballot Board Judge for the November 3, 2015 General and Special Elections.

13. Discuss and consider setting the maximum number of clerks for each polling location for the November 3, 2015 General and Special Elections.

14. Discuss and consider approval of Texas Department of Public Safety Interlocal Cooperation Contract for Reprographics and Distribution Services, and authorize County Judge to sign

15. Discuss and consider approval of License Agreement with American Tower Sub II, LLC for Guadalupe River Tower Site Lease #309680 and authorize County Judge to sign.

16. Discuss and consider approval of Order #358 Granting the Discretionary Exemption for Standard Software Maintenance Agreement for Logos Software with New World Systems.

17. Present and consider for award Bid 2015-160 Materials Recovery Facility and authorize Purchasing Director to execute all related documents.

18. Discuss and consider approval of a line-item transfer in the Jail, FROM: Building Improvements, TO: Medical Services, to cover the cost of medical services for the remainder of the year.

19. Discuss and consider approval of an Order Restricting Outdoor Burning in the unincorporated areas of Comal County.

20. Discuss and consider acceptance of resignation of Larry Hull from Emergency Services District #4 Board of Commissioners, effective July 31, 2015.

21. Discuss and consider appointment of Deena Clausen to the Emergency Services District #4 Board of Commissioners to fill the unexpired seat vacated by Larry Hull.

22. Discuss and consider acceptance of resignation o Larry Sunn from Emergency Services District #5 Board of Commissioners, effective July 31, 2015.

23. Discuss and consider appointment of Michael Rarick to the Emergency Services District #5 Board of Commissioners to fill the unexpired seat vacated by Larry Sunn.

24. EXECUTIVE SESSIONS:

In accordance with Chapter 551 of the Texas Government Code, Subchapter D, Commissioners Court may convene in a closed session to discuss any of the following items; any final action or vote taken will be in public.

(A) Deliberate and consider the purchase, exchange, lease or value of real property, in accordance with Section 551.072, of the Texas Government Code.

(B) Deliberate issues regarding economic development negotiations in accordance with Section 551.087, of the Texas Government Code.

(C) Deliberate pending/ contemplated litigation, settlement offer(s), and matters concerning privileged and unprivileged client information deemed confidential by Rule 1.05 of the Texas Disciplinary Rules of Professional Conduct in accordance with Section 551.071, of the Texas Government Code.

NOTE: Commissioners Court reserves the right to retire into executive session concerning any of the items listed on this Agenda whenever it is considered necessary and legally justified under the Open Meetings Act
