NOTICE OF MEETING

COMMISSIONERS COURT OF COMAL COUNTY TEXAS

NOTICE is hereby given that a REGULAR meeting of COMMISSIONERS COURT will be held on Thursday, August 13, 2015 at 8:30 AM in the Commissioners Courtroom, 100 Main Plaza, New Braunfels, Texas. You may visit our website at www.co.comal.tx.us for agenda postings.
Before each regular session will be an invocation and pledges to the flags. All persons in attendance are invited to participate or not at their own personal discretion.

CALL TO ORDER:

8:30 AM ACTION AGENDA:

The following subjects will be discussed, considered, and acted upon:

1. Approve Claims.

2. Discuss and consider acceptance of donation by Canyon Lake Chamber of Commerce from Serve and Protect Fundraiser in the amount of $5663.00 to be deposited to line item 017-5332.

3. Discuss and consider acceptance of check donation from Bulverde Little League in the amount of $11,500 to be deposited into line item 010-041-5615.

WORKSHOP AGENDA:

1. Citizens’ Comments. (Citizens’ Comments are limited to three minutes per person. Pursuant to the Texas Open Meetings Act, the Court is limited in its ability to respond to Citizens’ Comments.)

2. Reports by County Staff and Elected Officials on items of Community interest.

ACTION AGENDA CONTINUED:

4. Discuss and consider approval of Tax Assessor-Collector’s Monthly Collection Report – July 2015.

5. Discuss and consider adding CASA of Central Texas, Inc. to juror reimbursement donation form in accordance with Section 61.003 of the Texas Government Code.

6. Discuss and consider approval of the Texas Department of State Health Services IMM/LOCALS contract 2016-001041-00 and authorize electronic signature and submission.

7. Discuss and consider approval of Resolution #2015-25 Authorizing the Establishment of the Comal County Veteran's Treatment Court.

8. Present and consider award of Bid 2015-470 - Bulverde Little League-Lights for Field C and authorize Purchasing Director to execute all related documents.

9. Discuss and consider approval of the reclassification of one (1) Clerk V (N6-7) position to Office Manager (E4) position and job description, effective immediately. No budget amendment necessary.

10. Discuss and consider approval of a budget amendment in the Jury Fund, FROM: Reserves, TO: District Courts - Forms, to cover the cost of new Jury Summons required by HB 2747.

11. Discuss and consider approval of a budget amendment in Constable, Precinct #3, FROM: General Fund Reserves, TO: Police Supplies, to cover the cost of hardware protection renewals on 3 - 4RE In-Car video systems.

12. Discuss and consider acceptance of resignation of David Davenport from the Water Oriented Recreation District of Comal County board of directors.

13. Discuss and consider appointment of one the following to the Water Oriented Recreation District of Comal County board of directors to fill the unexpired seat vacated by David Davenport:

a) Jim Klein;

b) Lynn Lindsay;

c) Gerard MacCrossan.

14. EXECUTIVE SESSIONS:

In accordance with Chapter 551 of the Texas Government Code, Subchapter D, Commissioners Court may convene in a closed session to discuss any of the following items; any final action or vote taken will be in public.

(A) Deliberate and consider the purchase, exchange, lease or value of real property, in accordance with Section 551.072, of the Texas Government Code.

(B) Deliberate issues regarding economic development negotiations in accordance with Section 551.087, of the Texas Government Code.

(C) Deliberate pending/ contemplated litigation, settlement offer(s), and matters concerning privileged and unprivileged client information deemed confidential by Rule 1.05 of the Texas Disciplinary Rules of Professional Conduct in accordance with Section 551.071, of the Texas Government Code.

NOTE: Commissioners Court reserves the right to retire into executive session concerning any of the items listed on this Agenda whenever it is considered necessary and legally justified under the Open Meetings Act (Chapter 551 of the Texas Government Code).
