NOTICE OF MEETING

COMMISSIONERS COURT OF COMAL COUNTY TEXAS

NOTICE is hereby given that a REGULAR meeting of COMMISSIONERS COURT will be held on Thursday, August 20, 2015 at 8:30 AM in the Commissioners Courtroom, 100 Main Plaza, New Braunfels, Texas. You may visit our website at www.co.comal.tx.us for agenda postings.
Before each regular session will be an invocation and pledges to the flags. All persons in attendance are invited to participate or not at their own personal discretion.

CALL TO ORDER:

The following subjects will be discussed, considered, and acted upon:

1. Approve Claims.

WORKSHOP AGENDA:

1. Citizens’ Comments. (Citizens’ Comments are limited to three minutes per person. Pursuant to the Texas Open Meetings Act, the Court is limited in its ability to respond to Citizens’ Comments.)

2. Presentation by the Veterans Land Board recognizing and honoring Comal County as one of the top ten counties that have done the most to serve their veterans by using VLB services and benefits in the past year.

3. Reports by County Staff and Elected Officials on items of Community interest.

4. Presentation of the Public Health July 2015 Report.

5. Presentation on the Alamo Area Metropolitan Planning Organization’s notification of its Call for Projects for the FY 2017-2020 Transportation Improvement Program Surface Transportation Program – Metro Mobility Funding.

ACTION AGENDA CONTINUED:

2. Discuss and consider approval of the following Amendments to Plats:

a. Canyon Lake Hills, Unit No. 1, combining Lots 527 and 528, establishing Lot 527R. (Pct. 1)

b. Vintage Oaks at the Vineyard, Unit 9, combining Lots 1199 and 1200, establishing Lot 1199R (Pct. 1)

3. Discuss and consider approval of the Amendment to Plat, Canyon Lake Island Subdivision, combining Lots 29 and 30, establishing Lot 29R. (Pct. 4)

4. Discuss and consider acknowledging the completion of private storm water drainage improvements within Deep Acres Estates, No. 2, Lot 1R, Block 2, and release the associated cash deposit surety in the amount of $ 18,510.67. (Pct. 4)

5. Discuss and consider approval of Resolutions regarding "Texans Feeding Texans" grant funding for the Texas Department of Agriculture Home-Delivered Meal Grant Program totaling $6,538.75, for the period of September 1, 2015 - August 31, 2016, and authorize County Judge to sign:

a. Resolution 2015-26 certifying that the County has made a Grant to the Comal County Senior Citizen's Foundation, an organization that provides home-delivered meals to home-bound persons in the county who are elderly and/or have disability and certifying that the County has approved the organization's account system or fiscal agent.

b. Resolution 2015-27 certifying that the County has made a Grant to the Community Council of South Texas, Inc., an organization that provides home-delivered meals to home-bound persons in the county who are elderly and/or have disability and certifying that the County has approved the organization's account system or fiscal agent.

6. Discuss and consider approval of Agreement between Comal County, Texas, and Dorothy N. Overman, M.D. for Public Health Emergency Preparedness and Response, and authorize County Judge to sign.

7. Discuss and consider approval of Program Funded State and Local Task Force Agreement between the United States Department of Justice, Drug Enforcement Administration and the Comal County Sheriff's Office, and authorize Sheriff Holder to sign.

8. Discuss and consider approval of Interlocal Agreement for the Provision of Law Enforcement Services between Comal Independent School District and Comal County, Texas, and authorize County Judge to sign.

9. Discuss and consider approval of Order #360 by the Commissioners Court of Comal County, Texas Calling a Bond Election to be held in Comal County, Texas; Making Provision for the Conduct of the Election; Resolving Other Matters Incident and Related to Such Election; and Providing an Effective Date.

10. Discuss and consider approval of a budget amendment in Constable, Precinct #3, FROM: General Fund Reserves, TO: Police Supplies, to cover the cost of hardware protection renewals on 3 - 4RE In-Car video systems.

11. Present and consider award of Bid 2015-450 - Metal Beam Guard Fence (MBGF) - Kroesche Lane and authorize Purchasing Director to execute all related documents.

12. Present and consider award of Bid 2015-460 - Shade Structures at Bulverde Little League Fields and authorize Purchasing Director to execute all related documents.

13. Present and consider award of Bid 2015-480 - Land Clearing at Kleck Park and authorize Purchasing Director to execute all related documents.

14. Public hearing on proposed Comal County Budget for 2016 and proposed salaries of Elected Officials.

15. Public hearing on Comal County Tax Increase for 2015 to fund 2016 budget.

16. Discuss and consider setting salaries for Elected Officials for 2016.

17. EXECUTIVE SESSIONS:

In accordance with Chapter 551 of the Texas Government Code, Subchapter D, Commissioners Court may convene in a closed session to discuss any of the following items; any final action or vote taken will be in public.

(A) Deliberate and consider the purchase, exchange, lease or value of real property, in accordance with Section 551.072, of the Texas Government Code.

(B) Deliberate issues regarding economic development negotiations in accordance with Section 551.087, of the Texas Government Code.

(C) Deliberate pending/ contemplated litigation, settlement offer(s), and matters concerning privileged and unprivileged client information deemed confidential by Rule 1.05 of the Texas Disciplinary Rules of Professional Conduct in accordance with Section 551.071, of the Texas Government Code.

NOTE: Commissioners Court reserves the right to retire into executive session concerning any of the items listed on this Agenda whenever it is considered necessary and legally justified under the Open Meetings Act (Chapter 551 of the Texas Government Code).
