NOTICE is hereby given that a REGULAR meeting of COMMISSIONERS COURT will be held on Thursday, October 29, 2015 at 8:30 AM in the Commissioners Courtroom, 100 Main Plaza, New Braunfels, Texas. You may visit our website at for agenda postings.
Before each regular session will be an invocation and pledges to the flags. All persons in attendance are invited to participate or not at their own personal discretion.



The following subjects will be discussed, considered, and acted upon:

1. Approve Claims.


1. Citizens’ Comments. (Citizens’ Comments are limited to three minutes per person. Pursuant to the Texas Open Meetings Act, the Court is limited in its ability to respond to Citizens’ Comments.)

2. Reports by County Staff and Elected Officials on items of Community interest.


2. Discuss and consider approval of a private road name, Weston Rd., for an extension of Weston Rd. from Guadalupe County into Comal County, said extension beginning at the intersection of Schmucks Rd. and Weston Rd. (extending northeast for approximately 1/3 mile, then turning northwest for approximately 1/10 mile) near the Comal County/Guadalupe County line. (Pct. 2)

3. Discuss and consider approval of the Vacate and Replat of Lots 1210 and 1211, River Chase, Unit Eight, establishing Lot 1210R. (Pct. 4)

4. Discuss and consider approval of the following Amendments to Plats:

a. A Replat and Extension of Cypress Cove, Section Nine, combining Lots 636 and 637, establishing Lot 636R (Pct. 4)

b. The Springs at Rebecca Creek, Section 2, combining Lots 51 and 52, establishing Lot 51R (Pct. 4)

5. Discuss and consider approval of Interlocal Agreement between Comal Trinity Groundwater Conservation District and Comal County, Texas, and authorize County Judge to sign.

6. Discuss and consider approval of Ameriflex Administration Services Agreement and authorize County Judge to sign.

7. Discuss and consider approval of Memorandum of Understanding between the Department of Veterans Affairs, South Texas Veterans Health Care System and Department of Veterans Affairs, Houston Regional Office and Comal County Veterans Treatment Court, and authorize Judge Charles Stephens to sign.

8. Discuss and consider approval of Resolution #2015-36 - Indigent Defense Grant Program.

9. Discuss and consider Supplemental Agreement II to Bid 2013-114 Traffic Sign Materials to Osburn Associates, Inc. and authorize Purchasing Director to execute all related documents.

10. Discuss and consider approval of a budget amendment in the amount of $25,000, FROM: General Fund Reserves, TO: Comal Trinity Groundwater Conservation District.

11. Discuss and consider approval of a budget amendment in Child Safety Fund, FROM: Reserves, TO: Residential Services, to allow expenditures up to an additional $100,000 for residential placements through the end of 2015.

12. Discuss and consider a budget amendment in the General Fund in the amount of $6,075.98, FROM: Child Safety Fund Reserves, TO: Juvenile Probation - Youth Activity Supervisors, FICA, Retirement, Workers Compensation, and Unemployment Compensation to allow for the early hire of 2 Youth Activity Supervisors for the New Braunfels Intervention Center.


In accordance with Chapter 551 of the Texas Government Code, Subchapter D, Commissioners Court may convene in a closed session to discuss any of the following items; any final action or vote taken will be in public.

(A) Deliberate and consider the purchase, exchange, lease or value of real property, in accordance with Section 551.072, of the Texas Government Code.

(B) Deliberate issues regarding economic development negotiations in accordance with Section 551.087, of the Texas Government Code.

(C) Deliberate pending/ contemplated litigation, settlement offer(s), and matters concerning privileged and unprivileged client information deemed confidential by Rule 1.05 of the Texas Disciplinary Rules of Professional Conduct in accordance with Section 551.071, of the Texas Government Code.

NOTE: Commissioners Court reserves the right to retire into executive session concerning any of the items listed on this Agenda whenever it is considered necessary and legally justified under the Open Meetings Act (Chapter 551 of the Texas Government Code).
