COMMISSIONERS COURT OF COMAL COUNTY TEXAS

NOTICE is hereby given that a REGULAR meeting of COMMISSIONERS COURT will be held on Thursday, December 17, 2015 at 8:30 AM in the Commissioners Courtroom, 100 Main Plaza, New Braunfels, Texas. You may visit our website at www.co.comal.tx.us for agenda postings.
Before each regular session will be an invocation and pledges to the flags. All persons in attendance are invited to participate or not at their own personal discretion.

WORKSHOP AGENDA:

1. Retirement Recognition of Reynaldo Escobedo for thirty years of service to the Comal County Sheriff's Office and to the citizens of Comal County.

2. Citizens’ Comments. (Citizens’ Comments are limited to three minutes per person. Pursuant to the Texas Open Meetings Act, the Court is limited in its ability to respond to Citizens’ Comments.)

3. Presentation of the Public Health November 2015 Report.

4. Reports by County Staff and Elected Officials on items of Community interest.

2. Discuss and consider approval of the Amendment to Plat of Creekwood Ranches, Unit No. 3, combining Lots 3 and 4 of Block 9, establishing Lot 3R; and authorize County Judge to sign the Amendment to Plat. (Pct. 1)

3. Discuss and consider approval of a private road name, Rebecca Ridge, for a road heading northeast from Rebecca Creek Rd. approximately 260 feet northwest of the intersection of Wiesner Rd. and Rebecca Creek Rd., within Comal County, Texas. (Pct. 1)

8. Discuss and consider approval of a line-item transfer in Commissioners Court, FROM: Hospitalization, TO: Copier Leases & Maintenance, to cover costs for the remainder of the year.

9. Discuss and consider approval of the reclassification of one (1) Clerk IV (N5) position to Clerk VI (N7) position in the County Clerk's office and corresponding 2016 Budget Amendment, FROM: County Clerk's Records Management Reserves in the amount of $2,432.64, TO: Clerks and Benefits lines.

10. Discuss and consider approval of reclassification of four (4) Clerk III (N4) positions to Clerk IV (N5) positions in the County Clerk’s office and corresponding 2016 Budget Amendment, FROM: General Fund Reserves in the amount of $9,184.45, TO: Clerks and Benefits lines.

11. Discuss and consider approval of a budget amendment and line-item transfer in District Court, FROM: General Fund Reserves in the amount of $75,000 and various line-items in the amount of $20,750, TO: Public Defenders and Psychological Evaluations, to cover costs for the remainder of the year.

12. Discuss and consider approval of a line-item transfer in District Court Administrator, FROM: Office Supplies, Forms and Reimbursed Mileage, TO: Telephone, to cover costs for the remainder of the year.

13. Discuss and consider approval of a line-item transfer in County Court at Law #2, FROM: Court Administrator, Hospitalization and Special Investigator (Criminal), TO: Telephone, Computer Components & Software, Mental Commitments and Visiting Judges, to cover costs for the remainder of the year.

16. Discuss and consider approval of a line-item transfer in Justice of the Peace #1, FROM: Recurring Contracts, TO: Telephone and Continuing Ed / Travel, to cover costs for the remainder of the year.

17. Discuss and consider approval of a line-item transfer in Justice of the Peace #3, FROM: Office Supplies, TO: Telephone, to cover costs for the remainder of the year.

18. Discuss and consider approval of a line-item transfer in the Jail, FROM: Hospitalization, TO: Medical Services, to cover costs for the remainder of the year.

19. Discuss and consider approval of a budget amendment in Vehicle Maintenance, FROM: General Fund Reserves in the amount of $60,000, TO: Vehicle Repairs, to cover costs for the remainder of the year.

20. EXECUTIVE SESSIONS:

In accordance with Chapter 551 of the Texas Government Code, Subchapter D, Commissioners Court may convene in a closed session to discuss any of the following items; any final action or vote taken will be in public.

(A) Deliberate and consider the purchase, exchange, lease or value of real property, in accordance with Section 551.072, of the Texas Government Code.

(B) Deliberate issues regarding economic development negotiations in accordance with Section 551.087, of the Texas Government Code.

(C) Deliberate pending/ contemplated litigation, settlement offer(s), and matters concerning privileged and unprivileged client information deemed confidential by Rule 1.05 of the Texas Disciplinary Rules of Professional Conduct in accordance with Section 551.071, of the Texas Government Code.

NOTE: Commissioners Court reserves the right to retire into executive session concerning any of the items listed on this Agenda whenever it is considered necessary and legally justified under the Open Meetings Act (Chapter 551 of the Texas Government Code).
