COMMISSIONERS COURT OF COMAL COUNTY TEXAS

NOTICE is hereby given that a REGULAR meeting of COMMISSIONERS COURT will be held on Thursday, February 04, 2016 at 8:30 AM in the Commissioners Courtroom, 100 Main Plaza, New Braunfels, Texas. You may visit our website at www.co.comal.tx.us for agenda postings.
Before each regular session will be an invocation and pledges to the flags. All persons in attendance are invited to participate or not at their own personal discretion.

The following subjects will be discussed, considered, and acted upon:

1. Approve Claims.

2. Proclamation naming February 2016 as "Teen Dating Violence Awareness Month" in Comal County.

WORKSHOP AGENDA:

1. Citizens’ Comments. (Citizens’ Comments are limited to three minutes per person. Pursuant to the Texas Open Meetings Act, the Court is limited in its ability to respond to Citizens’ Comments.)

2. Reports by County Staff and Elected Officials on items of Community interest.

3. Public Hearing regarding Petition for Creation of Comal County Public Improvement District No. 1 (The Crossings Development Project).

4. Discuss and consider approval of the Amendment to Plat of Cypress Lake Gardens, Longhorn Section, combining Lots 8 and 9 of Block 136, establishing Lot 8R. (Pct. 4)

5. Discuss and consider approval of Resolution #2016-2 Authorizing the filing of a Grant Application with the Alamo Area Council of Governments (AACOG) for a Regional Solid Waste Grants Program Grant; authorizing Assistant County Engineer, Robert Boyd, to act on behalf of Comal County in all matters related to the application; and pledging that if a grant is received Comal county will comply with the grant requirements of the AACOG, the Texas Commission on Environmental Quality and the State of Texas.

6. Discuss and consider approval of refunds (over $2,500.00) of ad valorem tax overpayments or erroneous payments and authorize the Comal County Tax Assessor-Collector to remit refund payments.

7. Discuss and consider approval of Addendum #5 to Consulting Agreement Between Comal County and Sturgis Web Services, and authorize County Judge to sign.

8. Discuss and consider approval of Chapter 381 Economic Development Agreement Between Comal County, Texas and Major Wire Texas, Inc., and authorize County Judge to sign.

9. Discuss and consider approval of the New Braunfels ISD Affiliation Agreement for the Clinical Rotation for a Health Science Technology student and authorize County Judge to sign.

10. Discuss and consider approval of Data Use Agreement between the Texas Health and Human Services Enterprise and Comal County on behalf of the Comal County Clerk's Office, and authorize County Judge to sign.

11. Discuss and consider approval of revised Early Voting Locations and Times for the 2016 Primary Election.

12. Discuss and consider approval of the Motorola Maintenance Agreement for the Comal County Sheriff's Office Infrastructure Maintenance for 2016.

13. Present and consider for award Bid 2016-100 Police Package Vehicles and Equipment and authorize Purchasing Director to execute all related documents.

14. Present and consider for award Bid 2016-103 Riprap Stone, Gabions, and Gabion Mattresses, and authorize Purchasing Director to execute all related documents.

15. Present and consider for award Bid 2016-165 Cement and Flowable Backfill, and authorize Purchasing Director to execute all related documents.

16. EXECUTIVE SESSIONS:

In accordance with Chapter 551 of the Texas Government Code, Subchapter D, Commissioners Court may convene in a closed session to discuss any of the following items; any final action or vote taken will be in public.

(A) Deliberate and consider the purchase, exchange, lease or value of real property, in accordance with Section 551.072, of the Texas Government Code.

(B) Deliberate issues regarding economic development negotiations in accordance with Section 551.087, of the Texas Government Code.

(C) Deliberate pending/ contemplated litigation, settlement offer(s), and matters concerning privileged and unprivileged client information deemed confidential by Rule 1.05 of the Texas Disciplinary Rules of Professional Conduct in accordance with Section 551.071, of the Texas Government Code.

NOTE: Commissioners Court reserves the right to retire into executive session concerning any of the items listed on this Agenda whenever it is considered necessary and legally justified under the Open Meetings Act (Chapter 551 of the Texas Government Code).
