NOTICE OF MEETING

COMMISSIONERS COURT OF COMAL COUNTY TEXAS

NOTICE is hereby given that a REGULAR meeting of COMMISSIONERS COURT will be held on Thursday, March 24, 2016 at 8:30 AM in the Commissioners Courtroom, 100 Main Plaza, New Braunfels, Texas. You may visit our website at www.co.comal.tx.us for agenda postings.
Before each regular session will be an invocation and pledges to the flags. All persons in attendance are invited to participate or not at their own personal discretion.

CALL TO ORDER:

8:30 AM ACTION AGENDA:

The following subjects will be discussed, considered, and acted upon:

1. Approve Claims.

2. Discuss and consider acceptance of check donation from Canyon Lake Little League in the amount of $1,648.00 to be deposited into line item 010-041-5615.

WORKSHOP AGENDA:

1. Citizens’ Comments. (Citizens’ Comments are limited to three minutes per person. Pursuant to the Texas Open Meetings Act, the Court is limited in its ability to respond to Citizens’ Comments.)

2. Presentation by the Adult Probation Department on the Pre-Trial Release Bond Supervision Program.

3. Reports by County Staff and Elected Officials on items of Community interest. 

ACTION AGENDA CONTINUED:

3. Discuss and consider approval of the following Amendments to Plats, and authorize the County Judge to sign:

A. The Peninsula at Mystic Shores, Units One, and The Peninsula at Mystic Shores, Unit Three, combining Lot 540 of Unit One and Lot 1612 of Unit Three, establishing Lot 540R of Unit One (Pct. 4)

B. The Point at Rancho Del Lago, Phase 4, and The Point at Rancho Del Lago, Phase 5, combining Lot 214 of Phase 4 and Lot 222 of Phase 5, establishing Lot 214R of Phase 4 (Pct. 4)

C. The Summit Estates at Fischer, Texas, Unit 2, combining Lots 77 and 78, establishing Lot 77R (Pct. 4)

4. Present responses received for RFQ 2015-500 - Comal County Jail Construction and Sheriff's Office Building Renovation to consider selection for professional services and authorize Purchasing Director to negotiate contract.

5. Discuss and consider authorizing Purchasing Office to release Request for Qualifications (RFQ) 2016-510 Professional Services - Redesign Comal County Elections Office located at 396 N. Seguin Ave.

6. Discuss and consider approval of Interlocal Agreement to Provide Medical Services between the University of Texas Medical Branch at Galveston and County of Comal, and authorize County Judge to sign.

7. Discuss and consider acceptance of a sole source statement from Purchasing Director and consider approval of Order # 374 for the Discretionary Exemption for Tyler Technologies for maintenance and support for New World Logos software.

8. Discuss and consider approval of Resolution No. 2016-7 Accepting Donation of Funds from the Dissolved Rebecca Creek Municipal Utility District.

9. EXECUTIVE SESSIONS:

In accordance with Chapter 551 of the Texas Government Code, Subchapter D, Commissioners Court may convene in a closed session to discuss any of the following items; any final action or vote taken will be in public.

(A) Deliberate and consider the purchase, exchange, lease or value of real property, in accordance with Section 551.072, of the Texas Government Code.

(B) Deliberate issues regarding economic development negotiations in accordance with Section 551.087, of the Texas Government Code.

(C) Deliberate pending/ contemplated litigation, settlement offer(s), and matters concerning privileged and unprivileged client information deemed confidential by Rule 1.05 of the Texas Disciplinary Rules of Professional Conduct in accordance with Section 551.071, of the Texas Government Code.

NOTE: Commissioners Court reserves the right to retire into executive session concerning any of the items listed on this Agenda whenever it is considered necessary and legally justified under the Open Meetings Act (Chapter 551 of the Texas Government Code).
