COMMISSIONERS COURT OF COMAL COUNTY TEXAS

NOTICE is hereby given that a REGULAR meeting of COMMISSIONERS COURT will be held on Thursday, April 07, 2016 at 8:30 AM in the Commissioners Courtroom, 100 Main Plaza, New Braunfels, Texas. You may visit our website at www.co.comal.tx.us for agenda postings.
Before each regular session will be an invocation and pledges to the flags. All persons in attendance are invited to participate or not at their own personal discretion.

The following subjects will be discussed, considered, and acted upon:

1. Approve Claims.

2. Proclamation recognizing April 2016 as “Child Abuse Prevention Awareness Month” in Comal County.

3. Proclamation recognizing April 10-14, 2016 as “National Public Safety Telecommunications Appreciation Week” in Comal County.

4. Proclamation recognizing April 10-14, 2016 as “National Animal Control Officers Appreciation Week” in Comal County.

WORKSHOP AGENDA:

1. Citizens’ Comments. (Citizens’ Comments are limited to three minutes per person. Pursuant to the Texas Open Meetings Act, the Court is limited in its ability to respond to Citizens’ Comments.)

5. Discuss and consider approval of the Amendment to Plat of the Corrected Map of Canyon Lake Village, Unit 2, combining Lots 1, 2, 3, 4, and 5, establishing Lot 1R, and authorize County Judge to sign. (Pct. 1)

6. Discuss and consider approval of the Amendment to Plat of Cypress Cove, Section Two, combining Lots 393 and 394, establishing Lot 393R, and authorize County Judge to sign. (Pct. 4)

7. Discuss and consider granting a variance to the Comal County Subdivision Rules and Regulations Major Thoroughfare Plan for the proposed VACATE AND REPLAT OF LOT 26, MARICOPA RANCH SUBDIVISION, SECTION TWO, WITH THE ADDITION OF 27.067 ACRES OUT OF THE RALPH SOWTER SURVEY NO. 20, ABSTRACT NO. 518, ESTABLISHING JELLYSTONE RV PARK, within Comal County, Texas. (Pct. 4)

8. Discuss and consider approval of amended Policies Regarding the Mulching Operation at the Comal County Rural Recycling Facility.

9. Discuss and consider approval of amended application for 2016-2017 Veterans Treatment Court Grant and authorize County Judge to sign.

10. Discuss and consider approval of request form to Texas Comptroller of Public Accounts requesting unclaimed capital credit funds under Local Government Code Section 381.004(e), and authorize County Judge to sign.

11. Discuss and consider approval of the Early Voting Locations and Times for the 2016 Primary Runoff Election.

12. Discuss and consider approval of purchase of Vectra Networks software and equipment utilizing The Interlocal Purchasing System (TIPS) Cooperative Contract #1071615 and authorize Purchasing Director to execute all related documents.

13. Discuss and consider approval of Order # 375 for the disposition of surplus/salvage property.

14. Discuss and consider award of Bid 2016-170 POLYMER MODIFIED ASPHALT CEMENT AC-15P and authorize Purchasing Director to issue all related documents.

15. Discuss and consider approval of reclassification of the Purchasing part-time Clerk I position to a full-time Clerk I position and corresponding budget amendment from General Fund Reserves in the amount of $12,623.45.

16. Discuss and consider approval of the revised part-time job description for Law Librarian position.

17. Discuss and consider approval of eliminating the Department Administrative Assistant position in the I.T. Department due to technological efficiencies making the position obsolete and corresponding budget amendment.

18. Discuss and consider authorizing the Sheriff's Office to use remaining budgeted funds to purchase twelve (12) additional Mobile Data Computers at a cost of $29,316.96.

19. EXECUTIVE SESSIONS:

In accordance with Chapter 551 of the Texas Government Code, Subchapter D, Commissioners Court may convene in a closed session to discuss any of the following items; any final action or vote taken will be in public.

(A) Deliberate and consider the purchase, exchange, lease or value of real property, in accordance with Section 551.072, of the Texas Government Code.

(B) Deliberate issues regarding economic development negotiations in accordance with Section 551.087, of the Texas Government Code.

(C) Deliberate pending/ contemplated litigation, settlement offer(s), and matters concerning privileged and unprivileged client information deemed confidential by Rule 1.05 of the Texas Disciplinary Rules of Professional Conduct in accordance with Section 551.071, of the Texas Government Code.

NOTE: Commissioners Court reserves the right to retire into executive session concerning any of the items listed on this Agenda whenever it is considered necessary and legally justified under the Open Meetings Act (Chapter 551 of the Texas Government Code).
