NOTICE is hereby given that a REGULAR meeting of COMMISSIONERS COURT will be held on Thursday, April 28, 2016 at 8:30 AM in the Commissioners Courtroom, 100 Main Plaza, New Braunfels, Texas. You may visit our website at for agenda postings.
Before each regular session will be an invocation and pledges to the flags. All persons in attendance are invited to participate or not at their own personal discretion.



The following subjects will be discussed, considered, and acted upon:

1. Approve Claims.

2. Proclamation recognizing May 2016 as Older Americans Month.

3. Discuss and consider acceptance of the following donations for Commissioner Precinct #4 newsletter to be deposited to line item 010-010-5464:

A. Carl and Linda Conger in the amount of $50.00;

B. Henri Farmer in the amount of $150.00;

C. Debra England, DBA Rock Bottom Repair, in the amount of $100.00; and

D. Jerry and Carolyn Besselman in the amount of $35.00.

4. Discuss and consider rescinding action taken on April 14, 2016, Agenda Item 6D, and acceptance of donation in the amount of $2,500.00 from Valmark Chevrolet for Constable Pct. #3 Canine Program.


1. Citizens’ Comments. (Citizens’ Comments are limited to three minutes per person. Pursuant to the Texas Open Meetings Act, the Court is limited in its ability to respond to Citizens’ Comments.)

2. Reports by County Staff and Elected Officials on items of Community interest.

3. Presentation of the Public Health March 2016 Report.


5. Discuss and consider approval of the Amendment to Plat of Canyon Lake Hills, Unit No. 1, combining Lots 338 and 339, establishing Lot 338R, and authorize County Judge to sign. (Pct. 1)

6. Discuss and consider approval of the Vacate and Replat of Lot 26, Maricopa Ranch Subdivision, Section Two, with the addition of 27.067 acres out of the Ralph Sowter Survey No. 20, Abstract No. 518, establishing Jellystone RV Park, and authorize County Judge to sign Application for Cancellation or Revision of All or Part of a Recorded Subdivision. (Pct. 4)

7. Discuss and consider approval of the Amendment to Plat of Mystic Shores, Unit Three, combining Lots 323 and 324, establishing Lot 323R, and authorize County Judge to sign the Amendment to Plat. (Pct. 4)

8. Discuss and consider approval of the Amending Plat of Canyon Lake Shores, Unit No. 1, amending Lots 71 and 72, establishing Lots 71AP and 72AP; and a variance from the minimum lot size requirement, and authorize County Judge to sign variance request. (Pct. 4)

9. Presentation of responses received to RFP 2016-310 - Program Management Support Services for consideration and selection of Program Manager for the Comal County Jail Construction and Sheriff's Office Building Renovation and authorize Director of Purchasing to negotiate contract.

10. Discuss and consider approval of new Assistant Director of Purchasing position at a pay rate of E-11, including related job description and budget amendment.


In accordance with Chapter 551 of the Texas Government Code, Subchapter D, Commissioners Court may convene in a closed session to discuss any of the following items; any final action or vote taken will be in public.

(A) Deliberate and consider the purchase, exchange, lease or value of real property, in accordance with Section 551.072, of the Texas Government Code.

(B) Deliberate issues regarding economic development negotiations in accordance with Section 551.087, of the Texas Government Code.

(C) Deliberate pending/ contemplated litigation, settlement offer(s), and matters concerning privileged and unprivileged client information deemed confidential by Rule 1.05 of the Texas Disciplinary Rules of Professional Conduct in accordance with Section 551.071, of the Texas Government Code.

NOTE: Commissioners Court reserves the right to retire into executive session concerning any of the items listed on this Agenda whenever it is considered necessary and legally justified under the Open Meetings Act (Chapter 551 of the Texas Government Code).
