COMMISSIONERS COURT OF COMAL COUNTY TEXAS

NOTICE is hereby given that a REGULAR meeting of COMMISSIONERS COURT will be held on Thursday, May 05, 2016 at 8:30 AM in the Commissioners Courtroom, 100 Main Plaza, New Braunfels, Texas. You may visit our website at www.co.comal.tx.us for agenda postings.
Before each regular session will be an invocation and pledges to the flags. All persons in attendance are invited to participate or not at their own personal discretion.

CALL TO ORDER:

8:30 AM ACTION AGENDA:

The following subjects will be discussed, considered, and acted upon:

1. Approve Claims.

2. Proclamation naming the Week of May 1-7, 2016 as Small Business Week in Comal County and Recognizing Nathan Manlove as Comal County’s Small Business Person of the Year.

3. Discuss and consider ratifying the Judge's signature on a Proclamation for 2016 Soil and Water Stewardship Week.

4. Proclamation recognizing May 5, 2016 as Children's Mental Health Awareness Day in Comal County.

5. Proclamation naming May 2016 as Elder Abuse Prevention Month in Comal County.

6. Proclamation recognizing May 1-7, 2016 as National Corrections Officer and Employees Week in Comal County.

WORKSHOP AGENDA:

1. Citizens’ Comments. (Citizens’ Comments are limited to three minutes per person. Pursuant to the Texas Open Meetings Act, the Court is limited in its ability to respond to Citizens’ Comments.)

2. Reports by County Staff and Elected Officials on items of Community interest.

3. Presentation of the Public Information Office Year to Date Report.

ACTION AGENDA CONTINUED:

7. Discuss and consider approval of the Amendment to Plat of Mystic Shores, Unit Nineteen, combining Lots 2148 and 2149, establishing Lot 2148R, and authorize County Judge to sign the Amendment to Plat. (Pct. 4)

8. Discuss and consider appointing Comal County Assistant Engineer David Vollbrecht, P.E. to serve as an alternate on the Alamo Area Metropolitan Planning Organization Technical Advisory Committee.

9. Discuss and consider approval of Interlocal Cost Sharing Agreement between Comal County, Texas and Guadalupe County, Texas Regarding the Dry Comal Creek Flood Retarding Structure Project, and authorize County Judge to sign.

10. Discuss and consider approval of Amendment 01 to the Department of State Health Services (DSHS) Public Health Emergency Preparedness (PHEP) Contract 2016-001100 and authorize electronic signature.

11. Discuss and consider authorizing Justice of Peace Precinct 3 to fill vacant Clerk II position at a starting grade/step N3-5. No budget amendment necessary.

12. Discuss and consider approval of a line-item transfer in the Road department, FROM: Capital Equipment, TO: Non-Capital Equipment for the purchase of salt spreader components.

13. EXECUTIVE SESSIONS:

In accordance with Chapter 551 of the Texas Government Code, Subchapter D, Commissioners Court may convene in a closed session to discuss any of the following items; any final action or vote taken will be in public.

(A) Deliberate and consider the purchase, exchange, lease or value of real property, in accordance with Section 551.072, of the Texas Government Code.

(B) Deliberate issues regarding economic development negotiations in accordance with Section 551.087, of the Texas Government Code.

(C) Deliberate pending/ contemplated litigation, settlement offer(s), and matters concerning privileged and unprivileged client information deemed confidential by Rule 1.05 of the Texas Disciplinary Rules of Professional Conduct in accordance with Section 551.071, of the Texas Government Code.

NOTE: Commissioners Court reserves the right to retire into executive session concerning any of the items listed on this Agenda whenever it is considered necessary and legally justified under the Open Meetings Act (Chapter 551 of the Texas Government Code).
