COMMISSIONERS COURT OF COMAL COUNTY TEXAS

NOTICE is hereby given that a REGULAR meeting of COMMISSIONERS COURT will be held on Thursday, May 12, 2016 at 8:30 AM in the Commissioners Courtroom, 100 Main Plaza, New Braunfels, Texas. You may visit our website at www.co.comal.tx.us for agenda postings.
Before each regular session will be an invocation and pledges to the flags. All persons in attendance are invited to participate or not at their own personal discretion.

CALL TO ORDER:

The following subjects will be discussed, considered, and acted upon:

1. Approve Claims.

2. Discuss and consider approval of donation for the Comal County Veteran's Treatment Court from the Texas VFW District #5 New Braunfels Texas in the amount of $500.00 to be deposited in line item #102-102-4825.

WORKSHOP AGENDA:

1. Citizens’ Comments. (Citizens’ Comments are limited to three minutes per person. Pursuant to the Texas Open Meetings Act, the Court is limited in its ability to respond to Citizens’ Comments.)

2. Presentation by the Comal County AgriLife Extension Office naming the winner of the best team name for the 2016 Spring "Walk Across Texas".

3. Presentation of the Public Health April 2016 Report.

4. Reports by County Staff and Elected Officials on items of Community interest.

ACTION AGENDA CONTINUED:

3. Discuss and consider approval of a Resolution of the Commissioners Court of Comal County, Texas Determining the Costs of Certain Authorized Improvements to be Financed by the Crossings Public Improvement District; Approving a Financing Agreement; Approving a Preliminary Service and Assessment Plan, Including Proposed Assessment Rolls Relating to the District; Noticing a Public Hearing for May 26, 2016 to Consider an Order Levying Assessments on Property Located within the Crossings Public Improvement District; Directing the Filing of the Proposed Assessment Rolls with the County Clerk to Make Available for Public Inspection; Directing County Staff to Publish and Mail Notice of said Public Hearing; and Resolving Other Matters in Connection Therewith.

4. Discuss and consider approval of waiver of penalties and interest accrued on 2015 ad valorem taxes and take appropriate action.

5. Discuss and consider approval of amendment to Interlocal Agreement to Provide Medical Services between the University of Texas Medical Branch at Galveston and County of Comal, and authorize County Judge to sign.

6. Discuss and consider approval of new procedure for payroll change notices to make transfers, promotions, and demotions for employees effective on the first day of the following pay period.

7. Presentation of responses received to RFP 2016-310 - Program Management Support Services for consideration and selection of Program Manager for the Comal County Jail Construction and Sheriff's Office Building Renovation and authorize Director of Purchasing to negotiate contract.

8. Discuss and consider approval of the 2017 Budget Calendar.

9. Discuss and consider approval of a budget amendment to the 2015 Budgets of the Jury Fund, Land Acquisition Fund, Debt Service Fund, Law Library Fund, and Child Safety Fund from their respective fund reserves to cover negative expenditure line balances caused by year-end accruals and amend the Debt Service Fund revenue line for TxDOT payments.

10. Discuss and consider approval of amendments to the 2015 Budgets of the General Fund, Road and Bridge Fund, Flood Control Fund, Law Library Fund, Indigent Health Care Fund, County Clerk's Records Preservation Fund, and County Archives Fund to move funds for the remaining 2015 encumbrances forward to 2016 and to move the remaining T.C.O.L.E. Training funds to 2016 for the Sheriff's office, Constables offices 1, 2, 3, and 4.

11. Discuss and consider approval of line-item transfers in the 2015 Budget of the General Fund, Road and Bridge Fund, Juvenile Case Manager Fund, County Clerk's Records Preservation Fund, District Clerk's Records Preservation Fund, and Criminal District Attorney's Forfeiture Fund between lines within the respective funds to cover negative line-item balances caused by year-end accruals.

12. EXECUTIVE SESSIONS:

In accordance with Chapter 551 of the Texas Government Code, Subchapter D, Commissioners Court may convene in a closed session to discuss any of the following items; any final action or vote taken will be in public.

(A) Deliberate and consider the purchase, exchange, lease or value of real property, in accordance with Section 551.072, of the Texas Government Code.

(B) Deliberate issues regarding economic development negotiations in accordance with Section 551.087, of the Texas Government Code.

(C) Deliberate pending/ contemplated litigation, settlement offer(s), and matters concerning privileged and unprivileged client information deemed confidential by Rule 1.05 of the Texas Disciplinary Rules of Professional Conduct in accordance with Section 551.071, of the Texas Government Code.

NOTE: Commissioners Court reserves the right to retire into executive session concerning any of the items listed on this Agenda whenever it is considered necessary and legally justified under the Open Meetings Act (Chapter 551 of the Texas Government Code).
