COMMISSIONERS COURT OF COMAL COUNTY TEXAS

NOTICE is hereby given that a REGULAR meeting of COMMISSIONERS COURT will be held on Thursday, June 02, 2016 at 8:30 AM in the Commissioners Courtroom, 100 Main Plaza, New Braunfels, Texas. You may visit our website at www.co.comal.tx.us for agenda postings.
Before each regular session will be an invocation and pledges to the flags. All persons in attendance are invited to participate or not at their own personal discretion.

WORKSHOP AGENDA:

1. Citizens’ Comments. (Citizens’ Comments are limited to three minutes per person. Pursuant to the Texas Open Meetings Act, the Court is limited in its ability to respond to Citizens’ Comments.)

2. Reports by County Staff and Elected Officials on items of Community interest.

ACTION AGENDA CONTINUED:

2. Discuss and consider final plat approval of Vintage Oaks at the Vineyard, Unit 12, and accept Construction Bond #SUR60000745 as surety for road construction. (Pct. 1)

3. Discuss and consider approval of Agreement for Installation and Maintenance of a Gaging Station at Soil Conservation Service Site Number 2 (Schuetz Dam) between Comal County and United States Geological Survey, and authorize County Judge to sign. (Pct. 2)

4. Discuss and consider approval of the Amendment to Plats combining Lot 528 of Cypress Cove, Section Three, with Lot 529R of the Amendment to Plat of Cypress Cove, Section Three, establishing Lot 528R. (Pct. 4)

5. Discuss and consider approval of the following Texas Division of Emergency Management Public Assistance Subgrants and authorize Commissioner Eccleston to sign:

A. PA-06-TX-4245-PW-00010;

B. PA-06-TX-4245-PW-00034;

C. PA-06-TX-4245-PW-00050 and amendment;

D. PA-06-TX-4245-PW-00055;

E. PA-06-TX-4223-PW-00594 amendment 2.

6. Discuss and consider approval of the Addendum to the Master Services Agreement with Securus Technologies for the Comal County Jail and authorize Commissioner Eccleston to sign.

7. Discuss and consider approval of Amendment 01 to Department of State Health Services CPS-One time Discretionary Unique Contract 2016-004037 and authorize electronic signature.

8. Discuss and consider approval of Resolution 2016-14 supporting McMullen County's request to transfer its affiliation with the Workforce Solutions of the Costal Bend to Workforce Solutions Alamo to align with its membership with the Alamo Area Council of Governments (AACOG).

9. Discuss and consider approval of cash drawer in the amount of $150.00 for County Clerk's Office at the Bulverde location.

10. Discuss and consider approval of the following personnel changes in the Department of Public Safety:

A. Reclassify Secretary I position (N4) to Administrative Assistant position (N5) and authorize internal promotion at Step 9; and

B. Reclassify Clerk III position (N4) to Clerk IV position (N5). No budget amendment necessary.

11. Discuss and consider authorizing Justice of the Peace Precinct #4 to make an internal promotion to fill Court Coordinator position at a salary of $39,886.08, effective 07/01/2016. No budget amendment necessary.

12. Discuss and consider approval of a line-item transfer in the amount of $18,000.00, FROM: Information Technology - Recurring Contracts (010-015-5481), TO: Annual Audit (010-042-5403), to cover the cost of the special audit.

13. Discuss and consider approval of a line-item transfer in the amount of $2,614.00, FROM: Constable Precinct #3 - Non Capital Equipment (010-035-5614), TO: Human Resources - Computer Components and Software (010-026-5614).

14. EXECUTIVE SESSIONS:

In accordance with Chapter 551 of the Texas Government Code, Subchapter D, Commissioners Court may convene in a closed session to discuss any of the following items; any final action or vote taken will be in public.

(A) Deliberate and consider the purchase, exchange, lease or value of real property, in accordance with Section 551.072, of the Texas Government Code.

(B) Deliberate issues regarding economic development negotiations in accordance with Section 551.087, of the Texas Government Code.

(C) Deliberate pending/ contemplated litigation, settlement offer(s), and matters concerning privileged and unprivileged client information deemed confidential by Rule 1.05 of the Texas Disciplinary Rules of Professional Conduct in accordance with Section 551.071, of the Texas Government Code.

NOTE: Commissioners Court reserves the right to retire into executive session concerning any of the items listed on this Agenda whenever it is considered necessary and legally justified under the Open Meetings Act (Chapter 551 of the Texas Government Code).
