COMMISSIONERS COURT OF COMAL COUNTY TEXAS

NOTICE is hereby given that a REGULAR meeting of COMMISSIONERS COURT will be held on Thursday, August 18, 2016 at 8:30 AM in the Commissioners Courtroom, 100 Main Plaza, New Braunfels, Texas. You may visit our website at www.co.comal.tx.us for agenda postings.
Before each regular session will be an invocation and pledges to the flags. All persons in attendance are invited to participate or not at their own personal discretion.

The following subjects will be discussed, considered, and acted upon:

1. Approve Claims.

2. Discuss and consider accepting donation of $4702.00 from the Canyon Lake Chamber of Commerce Serve and Protect Fundraiser for Constables Precincts #1 and #4.

WORKSHOP AGENDA:

1. Citizens’ Comments. (Citizens’ Comments are limited to three minutes per person. Pursuant to the Texas Open Meetings Act, the Court is limited in its ability to respond to Citizens’ Comments.)

2. Presentation of the Public Health July 2016 Report.

3. Discuss and consider approval of the street name "Bobcat Ridge" for a private road located on the north side of Bear Creek Dr., approximately 3/4 mile from the southern intersection of Bear Creek Dr. and FM 2722. (Pct. 1)

4. Discuss and consider approval of the Amendment to Plats to establish Lot 1391RR, Canyon Lake Hills, Unit No. 3, by combining Lots 1391R and 1406R of two previous amendments to plat of Canyon Lake Hills, Unit No. 3. (Pct. 1)

5. Discuss and consider approval of the Amendment to Plat of the Vacate and Resubdivision Plat of Cranes Mill Landing, Unit 1, combining Lots 14 and 15, establishing Lot 14R. (Pct. 1)

6. Discuss and consider approval of the Amendment to Plat of Kings Point, combining Lots 25 and 26 of Block 1, establishing Lot 25R. (Pct. 4)

7. Discuss and consider approval of amended dates for Public Hearings on tax increase.

8. Discuss and consider approval of Public Official Bond for County Auditor, David Renken.

9. Discuss and consider approval of State Case Registry and Local Customer Service Cooperative Agreement (#17-C001) between The Office of the Attorney General of the State of Texas and Comal County, Texas, and authorize County Judge to sign.

10. Discuss and consider approval of Appriss R-13 Service Agreement Renewal Notice for Automated Victim Notification Services and authorize County Judge to sign.

11. Discuss and consider establishing the Main Early Voting Location and three (3) Temporary Branch Early Voting Locations for the November 8, 2016 General Election.

12. Discuss and consider approval of the Election Day Polling Locations for the November 8, 2016 General Election.

13. Discuss and consider approval of the Order of Appointment for Election Judges and Alternate Judges for a two-year term to begin September 1, 2016.

14. Discuss and consider setting of the maximum number of clerks for each polling location for the November 8, 2016 General Election.

15. Discuss and consider establishing the Central Accumulation Station (CAS) for the November 8, 2016 General Election with Bobbie Koepp as CAS Manager, Cynthia Jaqua as CAS tabulation Supervisor, and Donna Dandridge as CAS Presiding Judge.

16. Discuss and consider approval of purchase of two printers for Justice of the Peace Precinct 3 utilizing Justice Court Technology Funds.

17. Discuss and consider approval of Program Management Services Agreement with Broaddus & Associates and authorize County Judge to sign.

18. Present and consider award for Bid 2016-135 Pre-coated Aggregate for Surface Treatment, Type PB, Grade 4 and authorize Purchasing Director to execute all related documents.

19. EXECUTIVE SESSIONS:

In accordance with Chapter 551 of the Texas Government Code, Subchapter D, Commissioners Court may convene in a closed session to discuss any of the following items; any final action or vote taken will be in public.

(A) Deliberate and consider the purchase, exchange, lease or value of real property, in accordance with Section 551.072, of the Texas Government Code.

(B) Deliberate issues regarding economic development negotiations in accordance with Section 551.087, of the Texas Government Code.

(C) Deliberate pending/ contemplated litigation, settlement offer(s), and matters concerning privileged and unprivileged client information deemed confidential by Rule 1.05 of the Texas Disciplinary Rules of Professional Conduct in accordance with Section 551.071, of the Texas Government Code.

(D) Deliberate business and financial issues relating to a contract being negotiated if, before conducting the closed meeting:

(1) the Commissioners Court votes unanimously that deliberation in an open meeting would have a detrimental effect on the position of the Commissioners Court negotiations with a third person; and

(2) the attorney advising the Commissioners Court issues a written determination that deliberation in an open meeting would have a detrimental effect on the position of the Commissioners Court in negotiations with a third person.

NOTE: Commissioners Court reserves the right to retire into executive session concerning any of the items listed on this Agenda whenever it is considered necessary and legally justified under the Open Meetings Act (Chapter 551 of the Texas Government Code).
