COMMISSIONERS COURT OF COMAL COUNTY TEXAS

NOTICE is hereby given that a REGULAR meeting of COMMISSIONERS COURT will be held on Thursday, October 06, 2016 at 8:30 AM in the Commissioners Courtroom, 100 Main Plaza, New Braunfels, Texas. You may visit our website at www.co.comal.tx.us for agenda postings.
Before each regular session will be an invocation and pledges to the flags. All persons in attendance are invited to participate or not at their own personal discretion.

2. Discuss and consider approval of the Amendment to Plat of Cordova Bend at Canyon Lake, Unit Two, combining Lots 128 and 129, establishing Lot 128R. (Pct. 1)

3. Discuss and consider accepting dedication of right-of-way to the public within Vintage Oaks at the Vineyard, Unit 11, accepting the roads into the Comal County Unit Road System, acknowledging completion of private storm water drainage improvements, and releasing the associated surety, Construction Bond #1118778, or direct County Engineer to take appropriate action. (Pct. 1)

4. Discuss and consider approval of the Amendment to Plat of Scenic Heights, Unit No. 1, combining Lots 252, 253, and 254, establishing Lot 252R. (Pct. 1)

5. Discuss and consider approval of the Amendment to Plat of Scenic Heights, Unit No. 1, combining Lots 255 and 256, establishing Lot 255R. (Pct. 1)

6. Discuss and consider approval of the Amendment to Plat of Lantana Ridge, Unit Five, combining Lots 36, 37, and 38, establishing Lot 36R. (Pct. 1)

7. Discuss and consider approval of the Amendment to Plat of Canyon Lake Estates, Section One, combining Lots 1 and 2 of Block B, establishing Lot 1R. (Pct. 4)

8. Discuss and consider approval of the Texas Department of State Health Services Amendment #01 to Contract 2015-003611-00 for Ebola Public Health Preparedness and authorize Gwen Mills to submit electronically.

9. Discuss and consider approval of Public Official Bond for Interim County Auditor, Jessie Rahe.

10. Discuss and consider approval of reclassification of the Accounts Payable Supervisor-Budget Officer-Risk Management position (N14-2) to a Accounts Payable Clerk Position (N9-2), no budget amendment required.

11. Discuss and consider approval of a line item transfer FROM: (017) Sheriff - Hourly Personnel, TO: (019) Vehicle Maintenance - Parts & Repairs to cover projected expenditures through the end of year.

12. Discuss and consider approval of a line-item transfer in Jail, FROM: Hourly Personnel, TO: Medical Services and Physicians Contract/Services to cover overage and remaining services pertaining to the University of Texas Medical Branch contract for medical services and fees for jail inmates.

13. Discuss and consider approval of a line-item transfer in Human Resources, FROM: Office Supplies, TO: Telephone/Aircard Costs to cover overage and additional telephone expenditures through the end of 2016.

14. Discuss and consider approval of a line-item transfer FROM: Law Library-Office Supplies, TO: County Court at Law # 2 - Office Supplies to reimburse County Court-at-law for purchase of Law Library office supplies.

15. EXECUTIVE SESSIONS:

In accordance with Chapter 551 of the Texas Government Code, Subchapter D, Commissioners Court may convene in a closed session to discuss any of the following items; any final action or vote taken will be in public.

(A) Deliberate and consider the purchase, exchange, lease or value of real property, in accordance with Section 551.072, of the Texas Government Code.

(B) Deliberate issues regarding economic development negotiations in accordance with Section 551.087, of the Texas Government Code.

(C) Deliberate pending/ contemplated litigation, settlement offer(s), and matters concerning privileged and unprivileged client information deemed confidential by Rule 1.05 of the Texas Disciplinary Rules of Professional Conduct in accordance with Section 551.071, of the Texas Government Code.

(D) Deliberate business and financial issues relating to a contract being negotiated if, before conducting the closed meeting:

(1) the Commissioners Court votes unanimously that deliberation in an open meeting would have a detrimental effect on the position of the Commissioners Court negotiations with a third person; and

(2) the attorney advising the Commissioners Court issues a written determination that deliberation in an open meeting would have a detrimental effect on the position of the Commissioners Court in negotiations with a third person.

NOTE: Commissioners Court reserves the right to retire into executive session concerning any of the items listed on this Agenda whenever it is considered necessary and legally justified under the Open Meetings Act (Chapter 551 of the Texas Government Code).
