NOTICE OF MEETING

COMMISSIONERS COURT OF COMAL COUNTY TEXAS

NOTICE is hereby given that a REGULAR meeting of COMMISSIONERS COURT will be held on Thursday, December 08, 2016 at 8:30 AM in the Commissioners Courtroom, 100 Main Plaza, New Braunfels, Texas. You may visit our website at www.co.comal.tx.us for agenda postings.
Before each regular session will be an invocation and pledges to the flags. All persons in attendance are invited to participate or not at their own personal discretion.

CALL TO ORDER:

8:30 AM ACTION AGENDA:

The following subjects will be discussed, considered, and acted upon:

1. Approve Claims.

2. Proclamation recognizing the 30th Anniversary of the Comal County Crime Stoppers Program.

WORKSHOP AGENDA:

1. Citizens’ Comments. (Citizens’ Comments are limited to three minutes per person. Pursuant to the Texas Open Meetings Act, the Court is limited in its ability to respond to Citizens’ Comments.)

2. Presentation of the Walk Around Comal County Certificates and top placing teams.

3. Reports by County Staff and Elected Officials on items of Community interest.

4. Receive a report from the County Engineer pertaining to a request from the Cypress Lake Gardens Property Owners Association to convert portions of Lake Park Drive and Cypress Gardens Blvd from a private road to a County maintained road. (Pct. 4)

ACTION AGENDA CONTINUED:

3. Discuss and consider approval of the Amendment to Plat of Kings Point, combining Lots 1, 2, and 3 of Block 3, establishing Lot 1R. (Pct. 4)

4. Public hearing for the consideration of approval of Order #385, COMAL COUNTY ORDER ADOPTING REGULATIONS FOR LICENSING JUNKYARDS OR AUTOMOTIVE WRECKING AND SALVAGE YARDS.

5. Discuss and consider approval of Order #385, COMAL COUNTY ORDER ADOPTING REGULATIONS FOR LICENSING JUNKYARDS OR AUTOMOTIVE WRECKING AND SALVAGE YARDS.

6. Discuss and consider approval of Inter-local Agreement between Comal County and Guadalupe County relating to the Texas Inter-local Cooperation Act authorizing Guadalupe County to utilize Bid 2015-330 Land Records Recording and Cashiering System and Vital Records Recording and Cashiering System and authorize County Judge to sign.

7. Discuss and consider approval of Professional Services Agreement between Comal County and CgM and Associates, Architects, and authorize County Judge to sign.

8. Discuss and consider award for Request for Proposal 2016-350 Local Hazard Mitigation Action Plan and authorize Purchasing Director to negotiate contract and execute all related documents.

9. Discuss and consider approval of purchase of shredder for Justice of the Peace Precinct No. 3 utilizing the Justice Court Technology Fund.

10. Discuss and consider approval of MGM - Benefits Hub Business Associates Agreement and authorize County Judge to sign.

11. Discuss and consider approval of the following job descriptions for Building Maintenance: Facilities Manager; Custodian I; Custodian II; Custodian III; Custodian IV

12. Discuss and consider appointing Robert Bruce to the Emergency Service District No. 4 Board of Commissioners as follows:

(A) to fill the unexpired term of Curtis Bremer; and

(B) to a term to start January 1, 2017 and expire December 31, 2018.

13.EXECUTIVE SESSIONS:

In accordance with Chapter 551 of the Texas Government Code, Subchapter D, Commissioners Court may convene in a closed session to discuss any of the following items; any final action or vote taken will be in public.

(A) Deliberate and consider the purchase, exchange, lease or value of real property, in accordance with Section 551.072, of the Texas Government Code.

(B) Deliberate issues regarding economic development negotiations in accordance with Section 551.087, of the Texas Government Code.

(C) Deliberate pending/ contemplated litigation, settlement offer(s), and matters concerning privileged and unprivileged client information deemed confidential by Rule 1.05 of the Texas Disciplinary Rules of Professional Conduct in accordance with Section 551.071, of the Texas Government Code.

(D) Deliberate regarding the deployment or specific occasions for implementation of security personnel or devices, in accordance with Section
551.076, of the Texas Government Code.

(E) Deliberate the evaluation relative to the 2017 2% Salary Adjustment, in accordance with Section 551.074, of the Texas Government Code, of the following employees:

(1) Commissioners Court Coordinator; and

(2) Commissioners Court Secretary.

NOTE: Commissioners Court reserves the right to retire into executive session concerning any of the items listed on this Agenda whenever it is considered necessary and legally justified under the Open Meetings Act (Chapter 551 of the Texas Government Code).
