COMMISSIONERS COURT OF COMAL COUNTY TEXAS

NOTICE is hereby given that a REGULAR meeting of COMMISSIONERS COURT will be held on Thursday, December 29, 2016 at 8:30 AM in the Commissioners Courtroom, 100 Main Plaza, New Braunfels, Texas. You may visit our website at www.co.comal.tx.us for agenda postings.
Before each regular session will be an invocation and pledges to the flags. All persons in attendance are invited to participate or not at their own personal discretion.

2. Discuss and consider approval of the Amendment to Plat of Cordova Bend at Canyon Lake, Unit One-R, combining Lots 150 and 151, establishing Lot 150R. (Pct. 1)

3. Discuss and consider approval of the Amendment to Plat of Mountain Springs Ranch, Unit Three, combining Lots 509 and 510, establishing Lot 509R. (Pct. 1)

4. Discuss and consider: final approval of the subdivision plat of Alto Lago, Unit 1, approval of variances, and acceptance of Construction Bond SUR0033784 as surety for road construction and storm water drainage improvements; and authorize County Judge to sign the variance requests and construction bond. 8. Discuss and consider approval of Amendment to Membership Agreement by and between Comal County, Texas and Air Methods Corporation, and authorize County Judge to sign.

9. Discuss and consider approval of line-item transfer for 2017 to adjust salary line items and expenditures for anticipated budget shortfalls.

(A) Re-appoint Ken Schein to ESD #2 Board of Commissioners;

(B) Appoint Thomas G. Crossan, Jr. to ESD #2 Board of Commissioners; and

(C) Appoint Christine Seidel to ESD #7 Board of Commissioners.

13. Discuss and consider approval of the following Emergency Service District (ESD) Commissioner appointments:

(A) Re-appoint Rhonda Zunker to ESD #1 Board of Commissioners;

(B) Appoint Tom Turk and Robert Evans to ESD #5 Board of Commissioners;

(C) Appoint Frank Yannuzzi and James (Jim) Solomon to ESD #6 Board of Commissioners; and

(D) Re-appoint Mary Breitung to ESD #7 Board of Commissioners.

14. Discuss and consider approval of the following Emergency Service District (ESD) Commissioner appointments:

(A) Appoint Mark Schmalz to ESD #1 Board of Commissioners; and

(B) Reappoint Dennis Deeny to ESD #3 Board of Commissioners.

15. Discuss and consider the following appointments to the Comal County Child Welfare Board:

(A) Reappoint Joanna Lewis and Tillman Roots; and

(B) Appoint Susan Landrum and Kourtnie Bertram.

16. EXECUTIVE SESSIONS:

In accordance with Chapter 551 of the Texas Government Code, Subchapter D, Commissioners Court may convene in a closed session to discuss any of the following items; any final action or vote taken will be in public.

(A) Deliberate and consider the purchase, exchange, lease or value of real property, in accordance with Section 551.072, of the Texas Government Code.

(B) Deliberate issues regarding economic development negotiations in accordance with Section 551.087, of the Texas Government Code.

(C) Deliberate pending/ contemplated litigation, settlement offer(s), and matters concerning privileged and unprivileged client information deemed confidential by Rule 1.05 of the Texas Disciplinary Rules of Professional Conduct in accordance with Section 551.071, of the Texas Government Code.

NOTE: Commissioners Court reserves the right to retire into executive session concerning any of the items listed on this Agenda whenever it is considered necessary and legally justified under the Open Meetings Act (Chapter 551 of the Texas Government Code).
