COMMISSIONERS COURT OF COMAL COUNTY TEXAS

NOTICE is hereby given that a REGULAR meeting of COMMISSIONERS COURT will be held on Thursday, January 19, 2017 at 8:30 AM in the Commissioners Courtroom, 100 Main Plaza, New Braunfels, Texas. You may visit our website at www.co.comal.tx.us for agenda postings.
Before each regular session will be an invocation and pledges to the flags. All persons in attendance are invited to participate or not at their own personal discretion.

The following subjects will be discussed, considered, and acted upon:

1. Approve Claims.

2. Proclamation recognizing January 2017 as National Mentoring Month in Comal County.

WORKSHOP AGENDA:

1. Citizens’ Comments. (Citizens’ Comments are limited to three minutes per person. Pursuant to the Texas Open Meetings Act, the Court is limited in its ability to respond to Citizens’ Comments.)

2. Retirement Recognition of Brent W. Paullus for over twenty-three years of service to the Comal County Sheriff's Office and to the citizens of Comal County.

3. Retirement Recognition of Santiago G. Ortiz for over thirty-one years of service to the Comal County Sheriff's Office and to the citizens of Comal County.

4. Retirement Recognition of Melvin D. Lindig for over twenty-one years of service to the Comal County Sheriff's Office and to the citizens of Comal County.

5. Retirement Recognition of Viola D. McKinnis for over thirty-three years of service to the Texas Department of Public Safety and to the citizens of Comal County.

6. Recognition of Employees for years of service to Comal County.

7. Reports by County Staff and Elected Officials on items of Community interest.

3. Discuss and consider approval of the Amendment to Plat of Canyon Lake Hills, Unit No. 2, combining Lots 1223 and 1224, establishing Lot 1223R. (Pct. 1)

4. Discuss and consider approval of a street name, SEIS GRANDE PL, for a private road located approximately 700 feet northwest of the intersection of Fallen Oak and FM 2722. (Pct. 1)

5. Discuss and consider approval of the Amendment to Plat of Mountain Springs Ranch, Unit One, combining Lots 10 and 11, establishing Lot 10R. (Pct. 1)

6. Discuss and consider approval of Order #386 to abate the junked vehicle nuisance at 301 Greenwood Street. (Pct. 1)

7. Discuss and consider approval of Order #387 to abate the nuisance at 301 Greenwood Street. (Pct. 1)

8. Discuss and consider approval of Order #388 to abate the nuisance within the public right-of-way in Bracken. (Pct. 2)

9. Discuss and consider acceptance of Construction Bond No. SUR60001171 as surety for road construction within The Crossings at Havenwood, Unit 2, and authorize County Judge to sign said surety bond. (Pct. 3)

10. Discuss and consider approval of the Amendment to Plat of Cypress Cove, Section 5, combining Lots 94, 95, and 96, establishing Lot 94R. (Pct. 4)

11. Discuss and consider update to TX LESO Program Packet with new signatures and authorize County Judge and Sheriff to sign.

12. Discuss and consider approval of revisions to the Comal County Purchasing Policy.

13. Discuss and consider approval of the Texas Department of Emergency Management (TDEM) Fiscal Year 2017 Emergency Management Performance Grant (EMPG) Application and authorize County Judge to sign.

14. Discuss and consider re-appointing Phoebe Fisher to the Emergency Services District #7 Board of Commissioners.

15. Discuss and consider approval of line-item transfers FROM: General Fund Contingency and Land Acquisition R.O.W. Purchase & Expense, TO: General Fund - Administrative Costs - Nuisance Abatement, General Fund Transfers In and Land Acquisition - Transfers Out to cover the costs of nuisance abatement for 2 properties.

16. Discuss and consider approval of a line-item transfer in Road and Bridge, FROM: Maintenance & Operations - Hourly Personnel and Benefits, TO: Administration - Hourly Personnel and Benefits, to move the GIS Liaison position to the correct department.

17. EXECUTIVE SESSIONS:

In accordance with Chapter 551 of the Texas Government Code, Subchapter D, Commissioners Court may convene in a closed session to discuss any of the following items; any final action or vote taken will be in public.

(A) Deliberate and consider the purchase, exchange, lease or value of real property, in accordance with Section 551.072, of the Texas Government Code.

(B) Deliberate issues regarding economic development negotiations in accordance with Section 551.087, of the Texas Government Code.

(C) Deliberate pending/ contemplated litigation, settlement offer(s), and matters concerning privileged and unprivileged client information deemed confidential by Rule 1.05 of the Texas Disciplinary Rules of Professional Conduct in accordance with Section 551.071, of the Texas Government Code.

NOTE: Commissioners Court reserves the right to retire into executive session concerning any of the items listed on this Agenda whenever it is considered necessary and legally justified under the Open Meetings Act (Chapter 551 of the Texas Government Code).
