COMMISSIONERS COURT OF COMAL COUNTY TEXAS
NOTICE is hereby given that a REGULAR meeting of
COMMISSIONERS COURT will be held on Thursday, January 26, 2017
at 8:30 AM in the Commissioners Courtroom, 100 Main Plaza, New
Braunfels, Texas. You may visit our website at www.co.comal.tx.us for
Before each regular session will be an invocation and pledges to the
flags. All persons in attendance are invited to participate or not at
their own personal discretion.

1. Approve Claims.
1. Citizens’ Comments. (Citizens’ Comments are limited to three

2. Presentation by the Comal County Emergency Service Districts on
the administration and operation of their respective districts.
3. Presentation of the Public Health December 2016 Report.

Springs Resort, Unit No. 3, combining Lots 54 and 55 of Block 38,
establishing Lot 54R. (Pct. 1)
3. Discuss and consider approval of the Amendment to Plat of Cordova
Bend at Canyon Lake, Unit One, combining Lots 53 and 54, establishing Lot 53R. (Pct. 1)
4. Discuss and consider acknowledgment of the completion of private road
construction within Johnson Ranch North-Unit 5, and release the
associated surety, Irrevocable Standby Letter of Credit FTFC-16061. (Pct. 2)
5. Discuss and consider acknowledgment of the completion of private road
construction within Johnson Ranch North-Unit 10, and release the

DISCUSS AND CONSIDER APPROVAL OF A RESOLUTION AUTHORIZING THE SECOND
AMENDMENT TO THE INTERLOCAL COOPERATIVE AGREEMENT BETWEEN THE BULVERDE
AREA RURAL LIBRARY DISTRICT AND COMAL COUNTY, TEXAS RELATING TO THE
ANTICIPATED TRANSFER OF CERTAIN PROCEEDS OF THE SALES AND USE TAX
RECEIVED BY THE DISTRICT TO THE COUNTY TO PROVIDE FOR THE PAYMENT OR
REIMBURSEMENT OF CERTAIN COSTS RELATING TO THE CONSTRUCTION OF A 2017
EXPANSION OF THE PUBLIC LIBRARY BUILDING IN THE COUNTY AND THE PAYMENT
OF THE DEBT SERVICE REQUIREMENTS ON THE COUNTY’S 2017 CERTIFICATES OF
OBLIGATIONS ISSUED TO FINANCE THE CONSTRUCTION OF THIS 2017 EXPANSION OF
THE PUBLIC LIBRARY FACILITY; RECONFIRMING, REESTABLISHING, RESTATING,
AND DOCUMENTING THE RIGHTS, DUTIES, OBLIGATIONS, AND RESPONSIBILITIES
CONCERNING THE OWNERSHIP AND OPERATION OF THIS 2017 EXPANSION OF THE
PUBLIC LIBRARY FACILITY AND THE CONVEYANCE BY THE COUNTY TO THE DISTRICT
OF THIS 2017 EXPANSION OF THE PUBLIC LIBRARY FACILITY WHEN THE COUNTY’S
SERIES 2017 CERTIFICATES OF OBLIGATION ARE NO LONGER OUTSTANDING; AND
OTHER MATTERS IN CONNECTION THEREWITH.
DISCUSS AND CONSIDER APPROVAL OF AN ORDER AUTHORIZING THE ISSUANCE OF
“COMAL COUNTY, TEXAS ADJUSTABLE RATE COMBINATION TAX AND REVENUE
CERTIFICATES OF OBLIGATION, SERIES 2017 (BULVERDE AREA RURAL LIBRARY
DISTRICT PROJECT”; PROVIDING FOR THE PAYMENT OF SAID CERTIFICATES BY THE
LEVY OF AN AD VALOREM TAX UPON ALL TAXABLE PROPERTY WITHIN THE COUNTY
AND FURTHER SECURING SAID CERTIFICATES BY A LIEN ON AND PLEDGE OF THE
PLEDGED REVENUES OF THE SOLID WASTE MANAGEMENT SYSTEM; PROVIDING THE
TERMS AND CONDITIONS OF SAID CERTIFICATES AND RESOLVING OTHER MATTERS
INCIDENT AND RELATING TO THE ISSUANCE, PAYMENT, SECURITY, SALE, AND
DELIVERY OF SAID CERTIFICATES; AUTHORIZING THE EXECUTION OF A PAYING
AGENT/REGISTRAR AGREEMENT AND A PURCHASE AND INVESTMENT LETTER;
COMPLYING WITH THE REQUIREMENTS OF A BLANKET LETTER OF REPRESENTATIONS
WITH THE DEPOSITORY TRUST COMPANY; AND PROVIDING AN EFFECTIVE DATE.
10. Discuss and consider approval of the Texas Department of Emergency
Management (TDEM) Fiscal Year 2017 Emergency Management Performance
Grant (EMPG) Application and authorize County Judge to sign.
11. Discuss and consider approval of Texas Association of Counties, TAC
HEBP Blue Care Connection Program election and authorize County Judge to sign.
12. Discuss and consider approval of Motorola Solutions Services
Agreement for the Comal County Sheriff's Office and authorize County Judge to sign.
13. Discuss and consider approval of Master Interlocal Purchasing
Agreement with North Central Texas Council of Governments and authorize
County Judge to sign.
14. Discuss and consider approval of First Amendment to License
Agreement between American Tower Asset Sub II, LLC and Comal County,
Texas and authorize County Judge to sign.
15. Discuss and consider approval of Supplemental Agreement III to Bid
2014-113 Containerized & Bulk Asphalt Patching Material and authorize
Purchasing Director to execute all related documents.
16. Discuss and consider approval of Supplemental Agreement II to RFP
2014-310 Inmate Commissary Services and authorize Purchasing Director to
execute all related documents.
17. Discuss and consider approval of Supplemental Agreement to Bid
2016-103 Riprap Stone, Gabions, and Gabion Mattresses and authorize
Purchasing Director to execute all related documents.
18. Discuss and consider approval of Supplemental Agreement I to Bid
2016-170 Polymer Modified Asphalt Cement AC-15P and authorize Purchasing
Director to execute all related documents.
19. Discuss and consider approval of a reorganization of the subdivision
coordination group within the County Engineer’s Office with the
(A) Reclassify Senior Subdivision Coordinator position
(E8) to Subdivision Coordinator (N12-1); and
(B) Reclassify the Secretary I position (N4-10) to
Assistant Subdivision Coordinator (N9-1).
20. EXECUTIVE SESSIONS:
In accordance with Chapter 551 of the Texas Government Code,
Subchapter D, Commissioners Court may convene in a closed session to
discuss any of the following items; any final action or vote taken will be in public.
(A) Deliberate and consider the purchase, exchange,
lease or value of real property, in accordance with Section 551.072, of
the Texas Government Code.
(B) Deliberate issues regarding economic development
negotiations in accordance with Section 551.087, of the Texas Government Code.
(C) Deliberate pending/ contemplated litigation,
settlement offer(s), and matters concerning privileged and unprivileged
client information deemed confidential by Rule 1.05 of the Texas
Disciplinary Rules of Professional Conduct in accordance with Section
551.071, of the Texas Government Code.
NOTE: Commissioners Court reserves the right to retire into executive
session concerning any of the items listed on this Agenda whenever it is
considered necessary and legally justified under the Open Meetings Act
(Chapter 551 of the Texas Government Code).
