NOTICE is hereby given that a REGULAR meeting of COMMISSIONERS COURT will be held on Thursday, February 02, 2017 at 8:30 AM in the Commissioners Courtroom, 100 Main Plaza, New Braunfels, Texas. You may visit our website at for agenda postings.
Before each regular session will be an invocation and pledges to the flags. All persons in attendance are invited to participate or not at their own personal discretion.



The following subjects will be discussed, considered, and acted upon:

1. Approve Claims.

2. Proclamation recognizing February 2017 as Teen Dating Violence Awareness Month in Comal County.


1. Citizens’ Comments. (Citizens’ Comments are limited to three minutes per person. Pursuant to the Texas Open Meetings Act, the Court is limited in its ability to respond to Citizens’ Comments.)

2. Recognition of 4-H Members who participated in National Contests in 2016.

3. Update on recent meetings of the Alamo Area Metropolitan Planning Organization Transportation Policy Board and Technical Advisory Committee.

4. Reports by County Staff and Elected Officials on items of Community interest.


3. Discuss and consider approval of the Vacate and Replat of Lots 1335, 1336, and 1395, Vintage Oaks at the Vineyard, Unit 11, establishing Lots 1335R, 1336R, and 1395R. (Pct. 1)

4. Discuss and consider approval of the Amendment to Plat of Rolling Hills Estates, Unit No. 1, combining Lots 114 and 115, establishing Lot 114R. (Pct. 1)

5. Discuss and consider approval of a street name, MOVE ON DR, for a private road located approximately 1/4 mile southeast of the intersection of State Highway 46 West and Resource Drive, within the Extraterritorial Jurisdiction of the City of New Braunfels, in Comal County. (Pct. 2)

6. Discuss and consider acceptance of the public right-of-way within the portion of Wiley Rd that lies outside the city limits of the City of Bulverde, within Wiley Road subdivision, and accept said portion of Wiley Rd into the Comal County Unit Road Maintenance System. (Pct. 2)

7. Discuss and consider approval of Comal County Regional Habitat Conservation Plan Participation Agreement between Comal County and Capital Aggregates, Inc. for approximately 29.6 acres located at 5858 FM 482, New Braunfels, Comal County, Texas. (Pct. 2)

8. Discuss and consider approval of Addendum #6 to Consulting Agreement between Comal County and Sturgis Web Services, and authorize County Judge to sign.

9. Discuss and consider approval of Agreement between Comal County and the City of New Braunfels for use of Personal Protective Equipment, and authorize County Judge to sign.

10. Discuss and consider approval of Supplemental Agreement to Bid Contract 2016-100 for Police Package Vehicles and Police Equipment and authorize the Purchasing Director to execute all related documents.


In accordance with Chapter 551 of the Texas Government Code, Subchapter D, Commissioners Court may convene in a closed session to discuss any of the following items; any final action or vote taken will be in public.

(A) Deliberate and consider the purchase, exchange, lease or value of real property, in accordance with Section 551.072, of the Texas Government Code.

(B) Deliberate issues regarding economic development negotiations in accordance with Section 551.087, of the Texas Government Code.

(C) Deliberate pending/ contemplated litigation, settlement offer(s), and matters concerning privileged and unprivileged client information deemed confidential by Rule 1.05 of the Texas Disciplinary Rules of Professional Conduct in accordance with Section 551.071, of the Texas Government Code.

NOTE: Commissioners Court reserves the right to retire into executive session concerning any of the items listed on this Agenda whenever it is considered necessary and legally justified under the Open Meetings Act (Chapter 551 of the Texas Government Code).
