COMMISSIONERS COURT OF COMAL COUNTY TEXAS

NOTICE is hereby given that a REGULAR meeting of COMMISSIONERS COURT will be held on Thursday, April 06, 2017 at 8:30 AM in the Commissioners Courtroom, 100 Main Plaza, New Braunfels, Texas. You may visit our website at www.co.comal.tx.us for agenda postings.
Before each regular session will be an invocation and pledges to the flags. All persons in attendance are invited to participate or not at their own personal discretion.

The following subjects will be discussed, considered, and acted upon:

1.Approve Claims.

2.Proclamation commemorating the 100th Anniversary of the United States' involvement in World War I.

3.Proclamation recognizing Former New Braunfels Herald Building Texas Historical Marker and Dedication.

4.Proclamation recognizing April 2017 as Child Abuse Prevention Awareness Month in Comal County.

5.Proclamation recognizing April 2017 as Sexual Assault Awareness Month in Comal County.

WORKSHOP AGENDA:

1.Citizens’ Comments. (Citizens’ Comments are limited to three minutes per person. Pursuant to the Texas Open Meetings Act, the Court is limited in its ability to respond to Citizens’ Comments.)

2.Presentation by Professional Bondsmen of Texas on SB 1338 and HB 3011.

3.Presentation by the Greater New Braunfels Chamber of Commerce showing outcomes from economic development agreements with local businesses from 2010-2016.

4.Presentation of Report: "Review of Existing Conditions and Existing Planning for Landa and Annex Buildings."

5.Reports by County Staff and Elected Officials on items of Community interest.

ACTION AGENDA CONTINUED:

6. Discuss and consider approval of the Amendment to Plat of Rivermont, Unit No. 1, combining Lots 11 and 12 of Block 5, establishing Lot 11R. (Pct. 1)

7. Discuss and consider approval of a street name, GEORG RUN, for a private road located approximately 3,000 feet west from the intersection of Oak Ridge Pkwy. and W. Ammann Rd. (Pct.2)

8. Discuss and consider approval of the Amendment to Plat of The Summit Estates at Fischer, Texas, Unit 2, Combining Lots 186, 189, and 190, establishing Lot 186R. (Pct. 4)

9. Discuss and consider approval of the Amendment to Plat of Cypress Cove, Section 4, combining Lots 1 and 2, establishing Lot 1R. (Pct. 4)

10. Discuss and consider approval of the Amendment to Plat of Cypress Cove, Section 4, combining Lots 10 and 11, establishing Lot 10R. (Pct. 4)

11. Discuss and consider approval of the recommendations of the Family Protection Review Committee regarding distribution of Family Protection Account Funds, and authorize distribution of said fund.

12. Discuss and consider approval of the Department of State Health Services Contract No. 537-18-0169-00001 under the Public Health Emergency Preparedness Cooperative Agreement Grant Program and authorize electronic submission on behalf of County Judge.

13. Discuss and consider approval to fill vacant Clerk III position (N4) at pay step 3. No budget amendment necessary.

14. Discuss and consider approval of a reorganization of the GIS group within the County Engineer's Office with the following changes:

(A) Reclassify one (1) GIS Analyst (N14-2) to GIS Analyst II (N14-2); and

(B) Reclassify one (1) GIS Analyst (N14-1) to GIS Analyst I (N13). (No budget amendment is required for 2017)

15. EXECUTIVE SESSIONS:

In accordance with Chapter 551 of the Texas Government Code, Subchapter D, Commissioners Court may convene in a closed session to discuss any of the following items; any final action or vote taken will be in public.

(A) Deliberate and consider the purchase, exchange, lease or value of real property, in accordance with Section 551.072, of the Texas Government Code.

(B) Deliberate issues regarding economic development negotiations in accordance with Section 551.087, of the Texas Government Code.

(C) Deliberate pending/ contemplated litigation, settlement offer(s), and matters concerning privileged and unprivileged client information deemed confidential by Rule 1.05 of the Texas Disciplinary Rules of Professional Conduct in accordance with Section 551.071, of the Texas Government Code.

NOTE: Commissioners Court reserves the right to retire into executive session concerning any of the items listed on this Agenda whenever it is considered necessary and legally justified under the Open Meetings Act (Chapter 551 of the Texas Government Code).
