NOTICE OF MEETING

COMMISSIONERS COURT OF COMAL COUNTY TEXAS

NOTICE is hereby given that a REGULAR meeting of COMMISSIONERS COURT will be held on Thursday, May 11, 2017 at 8:30 AM in the Commissioners Courtroom, 100 Main Plaza, New Braunfels, Texas. You may visit our website at www.co.comal.tx.us for agenda postings.
Before each regular session will be an invocation and pledges to the flags. All persons in attendance are invited to participate or not at their own personal discretion.

CALL TO ORDER:

8:30 AM ACTION AGENDA:

The following subjects will be discussed, considered, and acted upon:

1. Approve Claims.

2. Proclamation recognizing Arnold-Rauch-Brandt Homestead Recorded Texas Historic Landmark Texas Historical Commission Marker Dedication.

3. Proclamation recognizing May 7 - 13, 2017 as Economic Development Week in Comal County.

4. Proclamation recognizing May 7 - 13, 2017 as National Correctional Officers and Employee Week in Comal County.

5. Proclamation recognizing May 15, 2017 as National Peace Officers Memorial Day and May 15 - 19, 2017 as National Police Week in Comal County.

6. Discuss and consider accepting donations to Sheriff's Office Junior Deputy Academy line item 000-2348 from the following;

(A) Bulverde Lions Club $500.00 and

(B) Harry and Mary Catherine Cole, Bulverde $500.00.

WORKSHOP AGENDA:

1. Citizens’ Comments. (Citizens’ Comments are limited to three minutes per person. Pursuant to the Texas Open Meetings Act, the Court is limited in its ability to respond to Citizens’ Comments.)

2. Reports by County Staff and Elected Officials on items of Community interest.

3. Recognition of the Comal County Master Gardner's Volunteer effort, including produce donations and demonstration gardens.

4. Updates on City Hall and Elections Office projects.

5. Receive a report from HDR Architecture, Inc. on the Program and Concepts Verification/Schematic Design Phase for the Comal County Jail and Sheriff’s Office Renovation project.

ACTION AGENDA CONTINUED:

7. Discuss and consider use of the Justice of the Peace Technology fund for the 2017 Lexis Nexis Subscription for Justice of the Peace #2.

8. Discuss and consider approval of the Amendment to Plat of Inland Estates, combining Lots 18D and 18E, establishing Lot 18DR. (Pct.1)

9. Discuss and consider approval of the Amendment to Plat of Vintage Oaks at the Vineyard, Unit 13, combining Lots 1497 and 1498, establishing Lot 1497R. (Pct.1)

10. Discuss and consider accepting the dedication of public right-of-way within Vintage Oaks at the Vineyard, Unit 15, accepting the public roads into the Comal County Unit Road System, directing the County Engineer to issue PIPROW permit #102878, acknowledging the completion of storm water drainage improvements, and releasing Construction Bond #SUR60000911. (Pct. 1)

11. Discuss and consider approval of a street name, CANYON OAK RDG, for a private road located approximately one half mile north from the intersection of FM 1863 and FM 3009. (Pct. 2)

12. Discuss and consider approval of the Tax Assessor-Collector’s Monthly Collection Report – April 2017.

13. Discuss and consider approval of refunds (over $2,500.00) of ad valorem tax overpayments or erroneous payments and authorize the Comal County Tax Assessor-Collector to remit refund payments.

14. Receive recommendations from the Parks Maintenance and Improvement Committee and consider approval of the 2018 County Parks Selection Process and Application.

15. EXECUTIVE SESSIONS:

In accordance with Chapter 551 of the Texas Government Code, Subchapter D, Commissioners Court may convene in a closed session to discuss any of the following items; any final action or vote taken will be in public.

(A) Deliberate and consider the purchase, exchange, lease or value of real property, in accordance with Section 551.072, of the Texas Government Code.

(B) Deliberate issues regarding economic development negotiations in accordance with Section 551.087, of the Texas Government Code.

(C) Deliberate pending/ contemplated litigation, settlement offer(s), and matters concerning privileged and unprivileged client information deemed confidential by Rule 1.05 of the Texas Disciplinary Rules of Professional Conduct in accordance with Section 551.071, of the Texas Government Code.

NOTE: Commissioners Court reserves the right to retire into executive session concerning any of the items listed on this Agenda whenever it is considered necessary and legally justified under the Open Meetings Act (Chapter 551 of the Texas Government Code).
