COMMISSIONERS COURT OF COMAL COUNTY TEXAS

NOTICE is hereby given that a REGULAR meeting of COMMISSIONERS COURT will be held on Thursday, May 18, 2017 at 8:30 AM in the Commissioners Courtroom, 100 Main Plaza, New Braunfels, Texas. You may visit our website at www.co.comal.tx.us for agenda postings.
Before each regular session will be an invocation and pledges to the flags. All persons in attendance are invited to participate or not at their own personal discretion.

The following subjects will be discussed, considered, and acted upon:

1. Approve Claims.

2. Proclamation recognizing Fischer Store Recorded Texas Historic Landmark Marker and Dedication.

3. Proclamation recognizing Everett Anthony Fey, recipient of the Frederick Frueholz, Jr. Historic Preservation Award.

4. Proclamation naming May 2017 as Community Action Month in Comal County.

WORKSHOP AGENDA:

1. Citizens’ Comments. (Citizens’ Comments are limited to three minutes per person. Pursuant to the Texas Open Meetings Act, the Court is limited in its ability to respond to Citizens’ Comments.)

2. Reports by County Staff and Elected Officials on items of Community interest.

3. Presentation of the Walk Across Texas Certificates and top placing teams and individuals.

4. Presentation of the Public Health April 2017 Report.

5. Retirement Recognition of Gwen E. Mills for over eleven years of service to the Comal County Public Health Department and to the citizens of Comal County.

5. Discuss and consider approval of the Amendment to Plat of the Vacate and Resubdivision Plat of Cranes Mill Landing, Unit 1, combining Lots 7 and 8, establishing Lot 7R. (Pct. 1)

6. Discuss and consider approval of the Amendment to Plat of Canyon Springs Resort, Unit No. 3-A, combining Lots 16, 17, and 18 of Block 60, establishing Lot 16R. (Pct. 1)

7. Discuss and consider approval of the Amendment to Plat of Canyon Springs Resort, Unit No. 3-A, combining Lots 19, 20, and 21 of Block 60, establishing Lot 19R. (Pct. 1)

8. Discuss and consider approval of the Amendment to Plat of River Chase, Unit Eight, combining Lots 1349 and 1350, establishing Lot 1349R. (Pct. 4)

9. Discuss and consider approval of the Amendment to Plats combining Lot 120 of Cypress Cove, Section 5, with Lot 118R of the Amendment to Plat of Cypress Cove, Section 5, establishing Lot 118RR. (Pct. 4)

10. Discuss and consider authorizing the County Engineer to submit Edwards Aquifer Authority Storage Tank and Regulated Substance registrations on-line.

11. Discuss and consider approval of Supplemental Agreement No. 3 to Facilities Use Agreement between Comal County, Texas, and Community Resource and Recreation Center of Canyon Lake, Inc., and authorize County Judge to sign.

12. Discuss and consider approval of update the 2017-2018 Property Insurance Renewal by adding mobile equipment coverage.

13. Discuss and consider approval of budget amendment in Child Safety Fund, FROM: Reserve Fund Balance, TO: Administrative Fees, City of New Braunfels, City of Garden Ridge, City of Bulverde, City of Schertz and City of Spring Branch to cover increased amounts due to other entities as a result of increased amounts collected in 2016 on their behalf.

14. Discuss and consider transfer of one Motorola radio from the Comal County Sheriff's Office to Constable Precinct #4.

15. Present and consider for award Bid 2017-1105 Traffic Control Materials, Supplies, and Equipment and authorize Purchasing Director to execute all related documents.

16. Present and consider for award Bid 2017-4410 Seal Coat Multiple County Roads and authorize Purchasing Director to execute all related documents.

17. EXECUTIVE SESSIONS:

In accordance with Chapter 551 of the Texas Government Code, Subchapter D, Commissioners Court may convene in a closed session to discuss any of the following items; any final action or vote taken will be in public.

(A) Deliberate and consider the purchase, exchange, lease or value of real property, in accordance with Section 551.072, of the Texas Government Code.

(B) Deliberate issues regarding economic development negotiations in accordance with Section 551.087, of the Texas Government Code.

(C) Deliberate pending/ contemplated litigation, settlement offer(s), and matters concerning privileged and unprivileged client information deemed confidential by Rule 1.05 of the Texas Disciplinary Rules of Professional Conduct in accordance with Section 551.071, of the Texas Government Code.

NOTE: Commissioners Court reserves the right to retire into executive session concerning any of the items listed on this Agenda whenever it is considered necessary and legally justified under the Open Meetings Act (Chapter 551 of the Texas Government Code).
