COMMISSIONERS COURT OF COMAL COUNTY TEXAS

NOTICE is hereby given that a REGULAR meeting of COMMISSIONERS COURT will be held on Thursday, December 21, 2017 at 8:30 AM in the Commissioners Courtroom, 100 Main Plaza, New Braunfels, Texas. You may visit our website at www.co.comal.tx.us for agenda postings.

Before each regular session will be an invocation and pledges to the flags. All persons in attendance are invited to participate or not at their own personal discretion.

CALL TO ORDER:

The following subjects will be discussed, considered, and acted upon:

1. Approve Claims.

2. Discuss and consider acceptance of a check donation from Canyon Girls Softball Association in the amount of $9500.00 to be deposited into line item 010-000-2332.

WORKSHOP AGENDA:

1. Citizens’ Comments. (Citizens’ Comments are limited to three minutes per person. Pursuant to the Texas Open Meetings Act, the Court is limited in its ability to respond to Citizens’ Comments.)

2. Retirement Recognition of Diana H. Rios for over thirty-four years of service to the Comal County Public Health Department and to the Citizens of Comal County.

3. Retirement Recognition of Eugene P. Hendon for over fifteen years of service to the Comal County Sheriff's Office and to the citizens of Comal County.

4. Reports by County Staff and Elected Officials on items of Community interest.

ACTION AGENDA CONTINUED:

3. Discuss and consider approval of the Amendment to Plat of Vintage Oaks at the Vineyard, Unit 17, combining Lots 1685 and 1686, establishing Lot 1685R. (Pct. 1)

4. Discuss and consider approval of the Amendment to Plat of Ensenada Shores at Canyon Lake, Unit Four, combining Lots 114 and 115, establishing Lot 114R. (Pct.1)

5. Discuss and consider approval of a street name, LAUBACH LN, for a private road located approximately one half mile northwest of the south intersection of HERBELIN RD and STATE HWY 46 W. (Pct. 2)

6. Discuss and consider approval of a street name, WOODPECKER PL, for a private road located northeast of the intersection of ROADRUNNER WAY and RAVEN LN.(Pct. 2)

7. Discuss and consider acceptance of Irrevocable Standby Letter of Credit No. 27983-S, and approval of the associated Agreement between Developer and Comal County, as surety for construction of roads and storm water drainage improvements within Johnson Ranch, Unit 4 subdivision. (Pct. 2)

8. Discuss and consider approval of Interlocal Agreement for Household Hazardous Waste Collection by and between the City of New Braunfels and the County of Comal, and authorize County Judge to sign.

9. Discuss and consider approval of a line-item transfer in District Court, FROM: Salaried Personnel and Public Defenders/Attorney Fees, TO: Hourly Personnel and Psychological Evaluations to cover costs for the remainder of 2017.

10. Discuss and consider approval of a line-item transfer in Constable Pct. #3, FROM: Computer Components & Software, TO: Fuel, Vehicles & Equipment to cover costs for the remainder of 2017.

11. Discuss and consider approval of a line-item transfer in Information Technology, FROM: Capital Equipment, Reimbursed Mileage, Office Supplies, Hardware Maintenance and Support, Hourly Personnel and FICA, TO: Recurring Contracts, Computer Supplies, Software & Support, Salaried Personnel and Cell Phone Allowance to cover remaining expenditures for 2017.

12. Discuss and consider approval of a line-item transfer in Public Heath, FROM: Elected Officials/Department Heads, TO: Salaried Personnel to re-allocate funds to cover 2017 expenditures.

13. EXECUTIVE SESSIONS:

In accordance with Chapter 551 of the Texas Government Code, Subchapter D, Commissioners Court may convene in a closed session to discuss any of the following items; any final action or vote taken will be in public.

(A) Deliberate and consider the purchase, exchange, lease or value of real property, in accordance with Section 551.072, of the Texas Government Code.

(B) Deliberate issues regarding economic development negotiations in accordance with Section 551.087, of the Texas Government Code.

(C) Deliberate pending/ contemplated litigation, settlement offer(s), and matters concerning privileged and unprivileged client information deemed confidential by Rule 1.05 of the Texas Disciplinary Rules of Professional Conduct in accordance with Section 551.071, of the Texas Government Code.

NOTE: Commissioners Court reserves the right to retire into executive session concerning any of the items listed on this Agenda whenever it is considered necessary and legally justified under the Open Meetings Act (Chapter 551 of the Texas Government Code).
